`Renewed Fighting Joseph Brown, 78, Inevitable and in of Decorating Firm. Joseph Brown, founder in 1906 Soviet's Interest' and president of the Joseph Brown PARIS (ZINS) — Gen. Andre Bouffer, who led British and French forces in the 1956 Suez War, now chief of France's Insti- tute for Strategic Affairs, is con- vinced that a new round of battle in the Arab-Israel war is unavoid- able. Despite the Kremlin's avowed support for a political settlement, it would secretly welcome renewed fighting, the general believes. He points to a growing discon- tent within Egypt over the Soviet presence there. Moscow must demonstrate that without its help, Egypt is doomed. There is no bet- ter way to make the point than to have a fresh round of war, he said. His views were publicized in Figaro following a visit by the general to Egypt. Quoting General Bouffer: "No Egyption government can agree to extension of a cease fire so long as Israel dose not withdraw from all of the Arab territories. Taking Into account that Israel is not inclined to do so — es- pecially in respect of Jerusalem —Egypt will, sooner or later, have to resume its war of attri- tion in concert with the guer- rillas who are based in Jordan." (Fresh from an extended visit to Egypt, a West German television correspondent said in an interview that he supports Bouffer's view that the Kremlin is actually in favor of a renewed round of fight- ing between the UAR and Israel. (According to the reporter, mili- tary circles within Egypt confided to him that the official Soviet stand on the desirability of a peaceful solution is merely a diplomatic sham. It was alleged that Soviet agents attempted to enlist the co- operation of the head of Egyptian intelligence in a confidential mis- sion aimed at creating an incident that could be interpreted as a pro- vocative act by Israel in justifica- tion of renewed warefare.) - Painting and Decorating Co., died March 4 at age 78.
