WASHINGTON (JTA) — Presi-
dent Nixon stressed Wednesday in
his second annual foreign policy
message to Congress that U.S.
policy in the - Middle East is firmly
bound to the principle that a peace
settlement must be negotiated by
the parties to the conflict.
He.said the Soviet Union did not
share that view and was insisting
that the major powers "impose" a
settlement between Israel and her
Arab neighbors. Mr. Nixon said the
US. has consistently rejected that
approach.
In his message to Congress, the
President did, however, link up the
question of the peace settlement
with the aspirations of the Palestine
people, stressing that no lasting
peace can be achieved without con-
sidering their needs.
Mr. Nixon, in referring to the
role of the Soviet union, said
"The Soviets have • persistently
called for an Israeli commitment
of total withdrawal from all oc-
cupied territories" and "have
also called for a refugee settle-
ment which Inadequately reflects
the, practical, human and security
problems Involved on both sides.
"The United States," be contin-
ued, "has recognized that any
changes ' in the - prewar borders
shohld be insubstantial. But we in-
sist that any agreement to fix final
border's must be directly linked in
a peace settlement to mutually
agreed practical arrangements
that would make them secure."
He said the United ,States con-
tinues to welcome Soviet sugges-
tions for a settlement, but to be
serious they must meet the legiti-
mate concerns of not one but both
