(JTA)- The Religious Zionist Organization of America announced that it was establishing a "Council of Intel- lectuals" to combat "indifferent and negative attitudes" toward Is- rael and Zionism by Jewish stu- dents of the New Left. The announcement was made at the close of the RZA's 62nd' an- nual convention here by Rabbi Bernard Poupko, president, and The two rabbis warned that the "attitudes of New Left Jews can be terribly damaging to the American Jewish commun- ity and the cause of Israel." Speaking at an earlier session of the RZA convention, Moses I. Feuerstein, chairman of the execu- tive board of Torah Umesorah. called on the State Legislature to pass the nonpartisan Speno-Lerner Parent-Aid bill, which would pro- v'-de grants of $50 to $250 for the tuition of pupils in private schools. The proposed budget also indi- cates that of the $500,000,000 in military credit sales approved for Israel by Congress last year, about $375.000,000 was to be spent by the end of 1971 and the remaining $125,000,000 in 1972. No information was available from the White House executive offices, where the budget was prepared, on the new-money sum to be requested for Israel or cn which other countries would be included in the over-all fund re- quest of $510,000,000. It was under- stood, however, that the sums for each country will be requested separately. Sen. Henry M. Jackson, Demo- crat of Washington and a leading proponent of aid to Israel, said that he was "dismayed by the failure of the Administration's new budget to use the broad authority to extend military cred- its to Israel that was overwhelm- ingly voted by the last Congress." Jackson, a member of the THE DETROIT J1V1611110,0: 16—Friday, Fareary 12, 1171.' 'Survival Legion's newly-formed "Citizens Patrols," it was reported by Allen E. Mallenbaum of Plain- view, N.Y., a Legion founder. He said that Brighton and Alston have recently been the scenes of an in- creased number of muggings, rob- beries, and attacks on school children. The Citizens Patrols will attempt to act as a deterrent to potential criminal activities, Mallenbaum de- clared. "We are concerned and re- sponsible citizens who will act as extensions — as 'eyes and ears'— of the police force," explained Rabbi Marvin Antelman, co-found- er of the Legion. "We are not vigi- lantes who will track down or mete out punishment to lawbreak- ers. That is the job of the police and of the courts." Rabbi Antelman disclosed that the persons manning the patrols are experienced and highly respon- sible people who _received their training in the Boston JDL patrols. Patrol captains. Rabbi Antelman added, were skilled in communica- tions, patrol procedures, law and personal self-defense, including karate. He also revealed that sev- eral patrol volunteers had obtained pistol permits and "are free to carry their legal arms with them ments in the routine manner of the Foreign Military Sales Act." Meanwhile, Avraham Agmon, director general of the Israeli Finance Ministry, observed that even if the ceasefire were to con- tinue for a long time Israelis would have to bear very heavy defense expenditures. Although Finance Minister Pinhas Sapir has defined the 1971-72 budget as "facing the peace," Agmon noted, defense costs eat up 80 per cent of Israelis' taxes and will probably continue to do so for at least the next few years.
