`Secret- Plan for Bight- Winit
Dictotorship'Uncovered by ADL

NEW YORK—Liberty Lobby, a
Washington-based radical right or-
ganization, has begun a fund-raising
campaign to finance a secret long-
range plan for a right-wing mili-
tary dictatorship in the United
States, the Anti-Defamation Lea-
gue of Bnai Brith disclosed.
The lobby was characterized as
"a rightist political pressure group
with broad membership and sup-
port" which succeeded in raising
large sums for national election
campaigns in 1968 and 1970. Part
of its plan, according to the ADL,
is "to seek out 'friends' who can
be counted on in the top ranks
of the military services."
In a report made public at the
ADL's national executive commit-
tee meeting in Palm Beach, Ben-
jamin R. Epstein, national direc-
tor of the agency, declared that
the Liberty Lobby plan was de-
scribed at a top security meeting
Nov. 22 in a rented' suite of New
York's posh Barclay' Hotel. He
said "50 persons of apparent af-
fluence" attended.
Labeled "Operation Surviv-
al," the plan was spelled out by
Robert M. Bartell, Liberty Lob-
by's special project coordinator.
He told the selected guests, Ep-
stein said, that Liberty Lobby
is already in the process of sur-
veying the U.S. Army to develop
"friends."
Bartell contended that a right-
wing military dictatorship is nec-
essary to save the country from
"takeover" by Communist and
radical left elements. He called
upon his audience to help raise
$400,000 a- year, to be earmarked
for the following:
—Secret efforts to mobilize and
utilize "forces and persons of in-
fluence," $300,000.
—Setting up an "emergency
communications system" for a na-
tionwide "patriotic" broadcast net-
work involving "ham" radio oper-
ators, $76,000. (Liberty Lobby
publications have already - begun
to ask "hams" to register with
the lobby, listing their broadcast

schedules and the kind of "rig"
they own.)
—Improving Liberty Lobby's
own internal security, $30,000.
The money was to be in addi-
tion to the nearly $1,000,000 a year
raised by Liberty Lobby through
a variety of appeals which go to
the 22,000 members of the lobby's
national board of policy and the
240,000 subscribers to its monthly
publication, "Liberty Letter."
As outlined by Bartell, the Lib-
erty Lobby argument. for "Opera-
tion Survival" runs as follows:
Present conditions in the coun-
try will inevitably lead to re-
pression by force through a mili-
tary dictatorship: "Communists"
have been making inroads in the
nation's armed forces and there
is danger of a Communist-con-
trolled dictatorship. Therefore
steps must be taken to make
sure that a future authoritarian
regime will be rightist. The con-
servative movement has failed.
The Far Right must take action
for America's survival.
The "Operation Survival" proj-
ect, the ADL report said, cli-
maxes nearly 10 years of steady
growth by Liberty Lobby which
has placed it in the front rank of
the nation's radical right groups.
