In announcing plans for "Opera- tion Outreach," the JFS officials said the project was based on the premise that elderly persons should be helped to stay in their own homes as long as possible. They said that the problems of the elderly person may not be financial but rather lone- liness and the need for help with physical and related - pro- blems. Such persons, they said, may be getting inadequate' me- dical care and meals because they may not be able provide these requirements for them- selves.
