Proposed Air Route Pact Opposed - by--ADL
as Long as Japan_ Bows to Arab Boycott
NEW YORK—A U.S. agreement
to negotiate expansion of Japan's
air routes here can be an oppor-
tunity to Implement the American
. government's policy against the
Arab boycott, according to the
Anti-Defamation League of Bnai
Brith.
Arnold Forster, general counsel
of the ADL, said that further
grants of Japanese air route
authority "should be explored if
beneficial to the U.S." He added,
however, that "such negotiations
are inappropriate so long as Japan
Air Lines continues to participate
in the Arab economic boycott of
Israel."
He pointed out that Japan Air
Lines has consistently refused to
agree to a civil air treaty or a
mutual landing rights arrange.

or ignored attempts to negotiate
for the past three years.
The U.S. and Japan conducted
comprehensive negotiations in 1969
on trans-Pacific routes. As a result,
Japan was granted major new
routes. Besides New York, Guam
and Saipan, Japan has access to
Los Angele , San Francisco, Hono-
lulu and .1;icinawa. It is pressing
for Chicago.
Pointing out that the United
States is "firmly on record as being
opposed to boycott,'' Forster said
that to grant any additional routes
to JAL "would be giving tacit
Support of the Japanese boycott
against Israel."
He said that action of Japan Air
Lines cannot be _separated from
that of the Japanese government
because the government owns 51
per cent of the airline's stock, and
the intimate financial and admin-
istrative relationships between the
government and key Japanese cor-
porations suggest that none would
boycott Israel without government
approval.
Part of the problem, Forster
said, is that despite friendly offi-
cial relations between Japan and
Israel, the Japanese government
has failed to adopt a policy that
world protect Japanese industry
from Arab blackmail.
He said that without an affirma-
tive government policy, some Japa-
nese firms "refuse to deal with
Israel. He named, in addition to
Japan Air Lines, the Toyota Motor
Co. and the Nissan Motor Co.,
which produces Datsun vehicles.

tion called on its members and on
all Americans to protest against
Japan Airlines, Toyota and Nissan.

not allow these Japanese corpora-
tions to become accomplices in
this attempt to carry the Middle
East war into the realm of inter-
national trade.")

paign of "politically-powered anti-
Semitism" from the far right and
the far left in this country.
Benjamin R. Epstein, the ADL'S
national director, told the Jewish
Telegraphic Agency the organiza-
tion will give top priority to the
effort. He said it will include the
production of new audiovisual ,as
well as printed material, television
programs and fact-finding reports
all of which will be given the
widest possible distribution.
Epstein said there has been a
proliferation of anti-Semitism in
this country under the guise of
anti-Zionism, spread by bigots in
tune with the Soviet-Arab cam-
paign against Israel. He said such
material has been "accepted by
too many Americans who have no
access to the facts."
The ADL, according to Epstein,
also will combat the extremists
"by exposing their real purpose,
their affiliations and the true na-
ture of . their backing." He said,
"such exposure worked -in the
1930s and '40s and we believe it
will work again."

NEW YORK (JTA)—A bill al-
lowing school buses unlimited
parking in front of school build-
. ings—a measure requested by vari-
ous Jewish religious day schools
in New York City—was signed by
Mayor John V. Lindsay last week.
The bill, an amendment to exist-
ing traffic regulations, will benefit
principally yeshiva and other
Jewish day schools in congested
areas which depend on their own
buses to transport pupils. The
schools have no garage or parking
lots and as a result have received
tickets for parking violations
which drain their finances. -
