Transfers are il- legal, but Israeli authorities tol- erate them. Part of the money is sent legal- ly to West BankArabs by their sons who work in Kuwait and other Persian Gulf oil states. But the bulk of the money is paid by the Jordanian government to about 6,000 former civil servants of the pre-1967 Jordanian admini- stration to retain their loyalty and deter them from accepting em- ployment from Israeli sources. Nevertheless, most of the former Jordanian civil servants now work for the Israeli military govern- ment and receive salaries from both sides. About 2,000 West Bankers employed by Israel after the Six-Day War get no funds from Jordan. Britain Lit Up by Israeli Candles LONDON — It looked like the Festival of Lights as five tons of Israeli candles were uncrated here to help Britons get through a strike by electric companies in most parts of the country. The consignment of 100,000 white paraffin nine-hour candles was valued at about 17,000 pounds ($4,930). Many calls for the candles were received by the Israel Candle Co. Ltd., founded in Jerusalem a year ago by Leon Shall and Sam Lewis, newcomers from England. _ BANQUETS! MEETINGS! Pompidou, speaking at a press conference, said that 'Those who think that they can discern a change in France's policy have, either through passion or through lack of attention, failed to listen carefully." The French leader, commenting in reply to a question by the Paris correspondent of the Egyptian newspaper El Mussawahr, added that, any settlement must be agreed to by Israel, Egypt and Jordan and that the Palestinians must be granted self-determination at the "proper time." In Jerusalem, Transport Mini- ster Shimon Peres was sharply re- buked by several of his cabinet col- leagues for stating publicly that Franco-Israeli relations have im- proved. The ministers also re- buked Israel's ambassador to Paris Asher Ben Natan, for making sim- ilar statements to Israeli journal- ists in France, the Jewish Tele- graphic Agency learned. Peres told newsmen on his return from a visit to France last week that France's attitude toward Is- rael had imyroved noticeably in re- cent months. 'While in Paris he dis- cussed the laying of a new under- sea cable between France and Is- rael and a new Franco-Israeli avi- ation agreement. Critics of his statement claimed that it was not true that relations with Paris had improved and that even if it were true, it was prema- ture to state it in public.
