NEW YORK—A step in solidify-
ing the bridge of communal experi-
ence between American Jewry and
Israel is being taken with the ar-
rival of a member of the National
Executive of the. Israel Foundation
(Ilan),
for Handicaped -
who will be participating in the
Council of Jewish Federations and
Welfare Funds' third season of
Fellowship Training Programs.
Mrs. Leah Rapaport, chairman
of Ilan's public relations and social
events committee and vice-chair-
man of the Ilan Tel Aviv, is the
latest in a continuing stream of
Israeli communal executives to
participate in this unique inter-
community, overseas training pro-
gram. In the early spring, she will
be followed by Mrs. Chana Cats,
chairman of the Haifa Council of
Social Agencies, who will also visit
and study organization procedures
and practices in a number of
'American Jewish communities as
part of the training offered by the
fellowship program.
Mrs. Rapaport, a New York City
resident for two years in the early
1950s, will receive a week's orien-
tation at the national level at CJF
headquarters in New York before
joining the Jewish Welfare Fed-
eration of New Orleans for a month
of in-depth training in communal
work. In New Orleans, the Israeli
mother of three will have an op-
portunity to observe an American
Jewish community first-hand while
familiarizing herself with and stu-
dying its experienced system of
community organization, fund rais-
ing, public relations, work with
volunteers and campaign tech-
niques.
The participation of Mrs. Rapa-
port brings to 13 the number of
Israeli communal leaders who
have received fellowships since
the program's inception by the
CJF's Overseas Services Commit-
tee in 1969.
The most recent participants—
Lt. Col. (Res.) Shimon Behar, di-
rector of the United Appeal in
Israel and Lt. Comm. (Res.) Mi.
chael Eshel, director of the United
Israel Appeal in Australia—com-
pleted their fellowship training
programs in December.
At the conclusion of his visit,
which included a short stay with
the Jewish Community Council-of
Flint, Mich., Comm. Eshel noted
that while he hopes to adopt in
Australia much of what he learned
in the United States, he singled out
four definite areas for early imple-
mentation: worker training pro-
grams; study missions to Israel;
personal solicitation prior to and
during the campaign; and maior
concentration during the - campaign
on large contributors.
