Mapars Success, Other Party Efts in Israel By MOSHE RON Jewish News Special Correspondent In Israel TEL AVIV—The elections for the Conference of the Israel Labor Party took place in stormy weath- er. Rain, frost, thunder, lightning, hail and In some high places even 1 snow. All the same, 185,000 out of 280,000 voters took part in the elections, a vote of 82 per cent. It was a great victory for the party ! When the United Labor Party was founded three years ago, an interim agreement was reached between the three former com- ponents of the party to grant the former Mapai Party 57 per cent of the representation in the United Party, Abdut Haavoda' 21.5 per cent and Rail 21.5 per cent. The results of the elections showed that Mapai has gained 10 per cent and will have about three thirds of the deputies of the Party Conference. Ahdut, Haavoda has lost between two and three per cent owing to the high percentage of participation in the elections in the Kibutz Hameluhad (85 per cent). Rafi lost a third of its per- centage and will form the smallest faction in the United Party. The Israeli press stresses the victory of Mapai and of the "strong man" of this faction— Finance Minister Pinhas Sapir. • • • A new storm has broken out in the Liberal Party. Leaders of the party are criticizing the head of the opposition in the party, member of Knesset Josef Serlin, after he and some opposition mem- bers had printed in the Herut press in Jabotinsky House in Tel Aviv a strongly-worded pamphlet against the leadership of the party. The pamphlet was anony- mous but Serlin declared in pub- lic that he was one of its writers. Serlin attacked in this pamphlet the party leaders. Josef Sapir, Leib Dulcin, Dr. Elimelech Rimalt, Simcha Erlich and Josef Tamir, saying that they rule the party like dictators and prevent a union with the Herut Party. Serlin cited in his speech pas- Prison, Demotion for Men Guilty of Negligence in Blast TEL AVIV (JTA) — A district military court imposed prison sen- tences and demotion in rank on two army officers found guilty of negligence in connection with an ammunition truck explosion which killed 24 soldiers and civilians and injured 23 others in Eilat last January. The names of the officers were withheld, but their former ranks were given as lieutenant and sec- ond lieutenant. One was sentenced to 18 months and the other to a nine-month term. An army captain and a sergeant were acquitted. All four had been charged with recklessneis, neglect and lack of caution in handling explosives. The fatal blast occurred while unloading captured Egyptian ammunition on a dock at Eilat following a succesiful com- mando raid on Shadwan Island in the 'Gulf of Suez.' The army announced that 550 medals will be awarded to reserve and regular soldiers for acts of heroism in action since the 1948 Arab-Israeli war. A special com- mittee headed by Chief of Staff Gen. Haim Bar-Lev will determine the recipients. Several soldiers will receive more than one decoration. One will be a posthumous award to Capt. Rumors have spread that four members of Knesset of the Liberal Wing of Gahal—Serlin, Zimmerman, Prof. Klinghofer and Nissizn—are ready to join the Herut wing. Herut would then have 17 Knesset mem- bers and the Liberal wing only nine. • • • When Michael Hazani was elected by the executive of the National Religious Party as cabi- net member with a majority of 'one vote against Dr. Yitzhak Rafael, it was clear that Dr. Rafael would not keep quiet. He tries to create political "problems" at each opportunity. Rafael, who has been a "dove," lately became a "hawk." He tries to balance his line with that of the ex- treme "revolutionary" youngsters of the Mafdal, Who adopt a strong line on the question of withdraw- ing from occupied territories. Dr. Rafael tries hard to obtain the support of the youngsters and therefore he made some strong statements against the return to the Jarring talks if necessary con- ditions were not fulfilled earlier. Dr. Rafael, who rules the party machinery, declared in an assem- bly in Jerusalem, that if the Is- rael government should decide to return to the talks prior to reach- ing suitable conditions, the Mafdal faction in the Knesset would not support this decision. Mrs. Golda Meir decided to appear before the party faction and explained her point of view on the question of a return to the Jarring talks. She expressed the hope that the Mafdal will abide by the government's de- cision and vote for it in order to avoid a crisis in the cabinet. Dr. Rafael, the most dynamic leader in Mafdal, hopes for a government crisis, which would lead to Mafdal leaving the cabi- net. He thinks that in this case Mafdal would return to the cabi- net after some time, with himself as cabinet member. The new Mafdal Minister Mich- ael Hazani was always a dove. But he was elected minister against Dr. Rafael by votes of the Mafdal youngsters. Therefore, be suddenly started to adopt their extreme line, became a hawk and demanded that Israel return to the Jarring talks only if the Americans first abandon the Rogers plan. The Knesset faction of Mafdal consists of 12 members. Six of them are for an extreme line in the question of withdrawing from the occupied territories, six are for a moderate line and support the government's policy. Both sides look for support of the youngsters who control 22 per cent in the party, in order not to lose their influence in the party. The other two ministers in the party—Dr. Yosef Burg and Dr. Zerah War- haftig—are facing a difficult situation. They are not Knesset members and try to fmd a com- promise between the two parts of the divided Knesset faction. France is the only country in the world where 2 per cent of the total Jewish population is reset- tling in Israel. It is estimated by the aliya de- partment in Paris that 1971 will see an accelerated rate of im- migration, and that the number of olim will exceed even those coming from America. One of the most important con- tributing factors, according to of- ficials, is the assimilation which becomes more widespread in France from year to year. It is now estimated that about 50 per cent of all marriages are mixed, with a preponderance of instances where Jewish men take non-Jewish brides. Of the total French Jewish population of 350,- 000, there are approximately 300,- 000 who came from North Africa.
