Slight Relief Seen
for Taxpayers in
Budget for '71-'72
JERUSALEM (JTA)—The cabi-
net met in special session 'Tues-
day to discuss Israel's budget air
fiscal 1971-72 which may afford
slight relief to the country's over-
burdened taxpayers, though it is
substantially larger than the cur-
rent budget.
The new budget proposed by
Finance Minister Pinhas Sapir
calls for expenditures of $4,500.000. -
000 compared to the $3,900,000,000
for fiscal 1970-71. But it offers
various tax incentives for harder
work and increased productivity.
Taxes may be reduced on over-
time pay and on premiums paid
for higher production. Sapir also
has proposed higher deductions
for medical and social expenses,
but he wants stricter supervision
of deductible allowances for busi-
ness expenditures.
The tax relief would apply to
married women who earn wages
in addition to their husband's sal-
aries.
Sapir said recently that the
advent of peace in the Middle East
would put severe strains on Israel's
economy and might cause large
scale unemployment until adjust-
ments are made. A special staff
of the finance ministry has been
working on contingency plans for
a -peacetime economy since the
Suez cease fire went into effect
last August. Housing and other
industries are expected to be ready
to absorb any amount of man-
power that might be released
from the armed services. The new
budget provides $315,000,000 for
housing alone.
Israeli wage earners will get a
2 per cent raise in January, but it
will be canceled out by a 2 per
cent increase in the compulsory
defense loan.
Sapir has warned Israelis not
to be under the illusion that a
continuation of the current ,
cease-fire would ease Israel's
economic burden. "We cannot
expect that in the next two years .
our budget will be reduced," he
said.

The budget is reportedly flex-
Mk in/that it allows for the re•
tarn from a war to a peacetime
economy and a shift back if
necessary. Purely civilian proj-
ects provided for in the draft can
be frozen and their hinds switch-
ed to defense requirements when-
ever necessary.

Sapir said that the 500,000,000 of
U.S. aid ear-marked for Israel in
1971 is not enough to cover the
country's defense needs.
"If and when we_get it, it will
not even suffice to. pay for what
we have already received and
what we are scheduled to receive"
in military equipment from the
U.S., Sapir told reporters on his
return from a visit to North and
South America.
He did not refer to reports that
Israel will get a total of 51,500,-
000,000 in economic aid from the
U.S. between 1970-72. Those re-
ports, thdught emanating from
reliable sources have not been
confirmed. The sum of $500,-
000,000 however is included in the
Pentagon's fiscal 1971 authoriza-
tion bill passed by , both -houses , of-
Congress.
