Speaking at a pre-campaign meeting of the 1971 Allied Jewish Campaign-Israel Emergency Fund at the home of Mr. and Mrs. Paul Handleman this week, Ambassa- dor Avner said that one-third of the cost of immigration, health and welfare and educational serv- ices has been borne by the world Jewish community in the past. With nearly all of Israel's tax monies going to defense, she asks that three-thirds of the cost of the welfare and education program be borne by world Jews. While defense is maintained "We are building a country," Avner said. Paul Zuckerman, national chair- man of the United Jewish Appeal, introduced Ambassador Avner. Meyer M. Fishman, chairman of the 1971 Allied Jewish Campaign- Israel Emergency Fund, urged the audience to meet the need for the United Jewish Appeal to receive $400,000,000 this year in contrast to the $200,000,000 that American Jewish communities raised during last year's campaigns. _ Max M. Shaye, chairman of the drive, urged "passionate" giving with the heart in this year's effort.
