In a nationwide mailing to the councils, the AJCongress' commis- sion on law and social action dis- seminated the "Suggested Guide- lines for the Public Schools Con - cerning Religious Holidays," form- ulated last year by Catholic, Prot- estant and Jewish leaders on Long Island and believed to be the first such guidelines in the country. They urged that the public schools be kept "religiously neu- tral" and said religious neutral- ity meant "not only that the school should show no preference for one religion over another, but also that it should refrain from the promotion of any and all religions." The "Guidelines" defined "reli- gious celebration" as: "A worship or religious service of any kind, regardless of whether conducted by a clergyman; religious exhibits or displays, except to the extent that such display is a necessary or integral part of the study of another subject in the curriculum, and with no intent to indoctrinate; the presentation of religious music, except to the extent that such music is sung for its musical rather than its religious content, such as the Mozart Requiem or the Bach B Minor Mass."
