I. I. Katz Questions `Fair Share' Dues,
Says Study Reveals It Unworkable

By BEN GALLOB

A leading Reform synagogue ad-
ministrator has challenged both
the workability and fairness of
the "fair share" method of de-
termining dues for synagogue

Katz reported that in one of
the affluent congregations he had
studied, he had compared the
dues of each member with the
suggested table of income and
giving. He asserted that he had
found that "the vast majority
of members placed themselves
in the below-the-425,000 a year
income" category.
He added that when he showed

this schedule to that congrega-
tion's board, he was told that
"most of the members were in the
$25,000-a-year-and-over bracket
and they simply were not giving
their fair share."
He contended also that while
the brochures on the Fair Share
plan stated that the table was
merely a guide and not an at-
tempt to find out the income of a
member, "the cold fact remains
that the synagogue is prying into
the member's personal affairs."

congregation member "to de-
termine himself his annual
membership dues by means of
self-evaluation of his ability to
contribute."
