Allyn, Zionist Identification, Aid to USSR Jewry Declared Priorities of New American Federation By Jewish News Special Correspondent NEW YORK—Steps were taken last weekend, at the first meeting of the national executive board of the newly-formed American Zionist Federation, which coordinates the activities of all Zionist movements in the country, to increase Aliya efforts, to enlist for Zionist iden- tification the masses of American Jews and to coordinate efforts to seek relief from discrimination for Russian Jewry. The 200 members of the national board, representing many states, participated in two days of dis- cussions of various problems af- fecting the Zionist movement and world Jewry. Jacques Torczyner, chairman of the national AZF board, presided at the sessions and principal addresses were delivered by the AZF president, Rabbi Israel Willer, and by Nehemiah Leva- non, director of the department of East European Jewry of the Israel Foreign Ministry. Other participants in the sessions included three Israelis who repre- sented their country at the United Nations — Aharon Becker, Moshe Carmel and Prof. Hans Klinghof- fer; as well as Rabbi Herschel Schacter, Richard Yaffe, Raymond M. Patt, Charles Bick, Daniel Mann, Dr. Avraham Soltes, Harry Steinberg, Hy Faille, Mrs. Eli Res- nikoff, Martin Markson, Mel Klar- feld and Mrs. Olga Rachmilevitch. Rabbi Miller predicted that the federation, established six months ago as the central voice of Zionism in the United States, would shortly have units in 20 major American cities. He reported that the units have already been set up in six cities— Chicago, Cleveland, Miami, Phila- delphia, Pittsburgh and Rochester —and local groups are about set in four others—Los Angeles, San Francisco, Detroit, Atlanta and Cincinnati. In his keynote address, Rabbi Miller said the federation's or- ganizational growth is the answer to those "who maliciously, wilfully or through ignorance reject the basic concepts" upon which Zion- ism is based. "We proudly pro- claim our Zionist affiliation and joyfully take our places in the long line of immortals from the proph- ets to the martyrs cut down by the bullets of terrorists. By our enemies shall ye know us," he declared. Rabbi Miller specifically scorned the "ignorant self-hating Jews who mouth the canards of the New Left and who joined the venom brigade of spokesmen for the Black Pan- thers and Arab terrorists." These Jewish maligners of Zionism, he said, "are destroying themselves spiritually and culturally. They are sowing the seeds of anti-Semi- tic hatred under the false facade of anti-Zionism." The Soviet Union's anti-Jewish effort centers on an anti-Israel policy throughout the world, Rabbi Miller said. But, he warned, "what is involved in the Middle East is not merely the fate of Israel, but the fate of the entire free world. The confrontation today has been broadened and deepened. It is no longer simply stated as a battle in which the Arab states wish to destroy Israel. The adversaries are allied with an expansionist Soviet Union against a small nation valiantly fighting not only for its own life, but for the concepts of freedom and liberty to which the United States and all-Aemocratic countries are committed." Carmel, a member of the Knes- set's foreign affairs and defense committee, and his colleagues, Becker and Klinghoffer, sharply questioned the sincerity of Egyp- tian and Soviet intentions toward peace in the Middle East but said that peace will come to the region in the long run if the United States backs up Israel and maintains its military sire:mph. = - -Carmel said that until a genuine o Zi/i/l• • •-• ar. 1• • •• 41' 71i ' 4. • • I / • peace is achieved, "Israel prefers security without peace to peace without security." The three ICnes- set members are parliamentary advisors to the Israeli Mission to the United Nations. Klinghoffer, a leader of Gahal, an opposition faction in the Knesset since it quit the coalition govern- ment last July, said that the cur- rent "cease fire could have served the purpose of creating new hopes for the establishment of peace" but "was misused by Egypt and Russia." Furthermore, he noted, the Arab-Soviet move to force a Mid East dispute in the General Assembly also demonstrated a lack of interest in achieving peace. Becker, a member of the foreign affairs and defense committee, de- clared that the new Soviet mis- sile sin the truce zone were a more realistic indicator of the Kremlin's intentions than all the speeches of Soviet Foreign Minis ter Andrei Gromyko at the UN. The federation launched a nationwide campaign to register 1,000,000 American Jews as mem- bers of the American Zionist movement. At the same time, the organi- zation mapped an intensive infor- mational and educational program to acquaint American Jews with opportunities for aliya. The two programs will be spear- headed by the local Zionist federa- tions already functioning in 11 ma- jor American cities and the 20 more local groups due to be in Particular emphasis will be placed on expanding informational outlets for news of Zionist federa- tion activities and on efforts to counter growing anti-Israel and anti-Zionist propaganda from the "Palestinians" and New Left groups. Local drives will be directed toward Jews in newer and smaller communities, people who have visited Israel or studied there, members of synagogues and fra- ternal orders and chapters of non- Zionist Jewish organizations. Many synagogues, fraternal orders and non-Zionist Jewish groups have already affiliated with the AZF on a "corporate" or group basis. A special effort will be made to en- roll youth.
