THE DETROIT NMI NEM 1—Friday, October 16, 1970 The Zionist Organization of Detroit Salutes Baltimore Jews Sponsor Program, on Drug Abuse BALTIMORE (JTA)—A demon- stration program to deal with drug abuse, described as the first attempt in the area "to treat the total problem as well as the indi- vidual," has been announced by the Associated Jewish Charities and Welfare Fund. Irving Blum, president of the AJCWF, said Northwest Drug Alert would operate a treatment, rehabilitation and evaluation cen- ter at Sinai Hospital. He said ini- tial financing would be provided by the Baltimore United Fund and the Asssociated Jewish Charities. He added that the project had been developed to serve as a "demonstration program intended to lead the way for future action by government and voluntary agen- cies at all levels." The project has the approval of the Maryland Drug Abuse Author- ity and the Maryland Medical and Chirurgical Society, he reported. Blum said that the pilot Pro- gram "combines education, treatment, therapy, rehabilita- tion, couseling, evaluation, social action, liaison with courts and schools and vocational assistance. This is the first attempt to treat the total problem as well as the individual," he added. He stressed that the program was one with limited funds but ex- pressed the belief that it would have "a great impact on the com- munity generally and on indviduaLs and families caught up in the drug problem." He reported that a number of social agencies will provide coun- seling for drug users and parents, preventive education programs, lia- ison with courts and schools, vo- cational guidance and social action programs. These services will be available from both agencies serving the general population and those serv- ing Jews. He explained that as a demonstration project, the program "seeks to motivate government to come to grips with this most ser- ious problem facing America to- day. The police, who released the JDL member after questioning, declined to give his name. Police said later that they were looking for an "Arabic-looking" man with an "Afro-type" haircut who is sus- pected of planting the bomb. Rabbi Heir Kahane, national chairman of the JDL, refused to comment on the questioning of its member. The JDL has frequently threatened retaliation for Arab ter- rorist acts against Jews. The police said that a bomb, apparently placed in an attache case outside the PLO's Park Avenue office, exploded shortly after 11 p.m. Oct. 6 blowing out windows on the floor and knock- ing down walls. No one was in- jured. United Press International re- ported that it received a phone call about a half hour before the ex- plosion saying that the building had been bombed. The anonymous caller used the phrase "Never again," a JDL slogan.
