vention to suppress hijackings, kid-
napings and terrorism in general
was completed by the U-nation
Inter-American Juridical Commit-
tee, established by the General
Assembly 'of American States.

TEL AVIV (JTA)—According to
reports reaching here, 43 Arab
guerrillas en route from Iraq to
their base in southern Lebanon,
were forced to return to Baghdad
after their chartered Iraqi plane
made an unauthorized landing at
Beirut Airport.
The guerrillas, members of the
Arab Liberation Front, sponsored
by Iraq's Baathist government,
were refused permission to dis-
embark and remained aboard their
plane for 18 hours until it returned
to Baghdad.
At one point, they seized a gov-
ernment official as a hostage. In
turn, Lebanese officials seized the
plane's crew as counter-hostages.
The guerrillas were persuaded
to release their hostage and return
to Iraq by representatives of the
Palestinian guerrillas and other
Arab states.
According to an agreement
reached by Lebanon and the guer-
rillas last year, Beirut Airport is
not to- be used for guerrilla activi-
ties.
A guerrilla spokesman said the
