JERUSALEM (JTA)—Pope Paul
VI, in a message to President
Zalman Shazar of Israel published
here, expressed deep concern over
the "difficulties" that have arisen
in connection with the Jarring
peace talks in New York and ex-
pressed to the Israeli chief of
state "our ardent desire that
nothing be left undone to ensure
the maintenance of the truce and
to advance the talks."
The pontiff's message was dated
Vatican City, Sept. 15, 1970.
He wrote: "As the news of the
truce and the first contacts at
New York gave us grounds for
joyful hope, so we are deeply wor-
ried at the fresh difficulties which
have now arisen. Convinced as we
are of the vital importance of a
stable, peaceful and fair settle-
ment with the aim of preventing
the rekindling of a conflict in
which even more blood would be
shed, and which would be even
more fraught with unforeseeable
consequences, and deeply sad-
dened at the sufferings of the
people concerned, we feel im-
pelled to turn to your excellency
and to all those in other countries
who have responsibility for making
decisions in order to express our
ardent desire that nothing be left
undone to ensure the maintenance
of the truce and to- advance the
talks."
The Pope's message continued,
"Peace is so great and surpass-
ing a blessing that it demands
from every party a readiness' to
make sacrifices and to accept
them with courageous far-sight.

Israel lodged still another com-
plaint of Egyptian cease fire vio-
lations with the United Nations
Truce Supervision Organization
(UNTSO). The complaint' sub-
mitted to the UN representatives
last Friday. mentioned the deploy-
ment of additional SAM-2 missiles
in the standstill zone less than
three kilometers west of the Suez
Canal and the construction of foun-
dations for new missile-launching
pads in the same area. The com-
plaint was based on intelligence
MMES.
In addition, a 63-year-old man
of the Arab village of Ein Arik
died of the disease in Ramallah
Hospital in the West Bank, bring-
ing the death total to at least three
(one woman may have succumbed
to pneumonia.)
The number of cases per day
had fallen to five from a high of
17. The number of acute cases
has risen to 43, although only 27
are hospitalized. But Jews, thanks
to adherence to sanitary measures,
are now the minority of new cases.
The health ministry, which be-
lieves the cholera may spread be-
yond this city and has urged three
new sewage-treatment plants as
vital to the eradication of the
malady, still does not feel mass
vaccination is necessary. The
minister" is seeking to dispel fears
of cholera, -noting that other di-
seases, like dysentery, while not
as infamous as cholera, are far
More widespread.
Polyester Plant at Haifa Will Replace Imports
JERUSALEM (JTA) — A new
510,150,000 polyester plant will be
built in the Haifa Bay area with
an annual output of 12,000 tons, it
was announced by the board of
directors of the Ha if a Petro-
chemical works. -
Most of the output is earmarked
LONDON (JTA)—Western an-
alysts are studying the contents of
a Soviet pamphlet, not yet offi-
cially published, which hints at
major shifts in Soviet Middle East
policies including Moscow's will-
ingness to participate in an inter-
national peace-keeping force in
the Mid East.
The pamphlet was shown to cor-
respondents in Moscow last week-
end by Novosti, the Soviet press
agency. Novosti is not regarded as
an official arm of the Soviet gov-
ernment, and unlike Tass, its dis-
patches are published only outside
the USSR.
These factors and others indi-
cated to the correspondents that
the pamphlet was in the nature
of a trial balloon that pointed in
the direction of the Kremlin's cur-
rent thinking on the Middle East.
The pamphlet suggested that
Israel's 1967 borders could be
modified in a final settlement.
This is considered a departure
from previous Soviet,Insistence
that Israel must return to the
borders that existed on the eve
of the Six-Day War.
Some analysts thought, however,
that this could be interpreted as
supporting further Arab encroach-
ments on Israeli territory.
The pamphlet also suggested
broadened demilitarized zones on
both sides of Israel's borders guar-
anteed by United Nations forces.
However, it went on the propose
that the four great powers—U.S.,
Soviet Union, Britain and France—
or the Seucurity Council as a
whole act to ensure the safety of
the Arab and Israeli borders.
This would mean a Big Four
peace-keeping force a matter
which has reportedly been dis-
cussed by the Soviets but never
made public.
Some analysts said the Russians
were interested in participating
in such a force because it would
ensure their continued presence in
the Middle East after an Arab-

Cholera on Rise Again;
but Jews in Minority
JERUSALEM (JTA)—The num-
ber of cholera cases in this city,
which has been decreasing last
week, is on the rise again, with
the health ministry reporting new
obtained by the Israel Army.
Mrs. Meir told her television au-
dience that there were no longer
any differences of opinion between
Israel and the U.S. over the ex-
tent of Egyptian cease fire viola-
tions. She indicated that Israel
would have to deal with the threat
itself if U.S. diplomatic efforts
failed.
Mrs. Meir also said that she
had made it clear in Washington
that Israel would not agree to
anything remotely similar to the
boundaries of 1967. She said that
in some places the 1967 boundaries
would have to undergo "radical
changes."
"I took upon myself to explain
this in the U.S. and I think that
I succeeded," she said.
