seething young electorate.
Nevertheless, the separatists, the
New Left, and the various blends
of anti-Semitism has not 'created
a Jewish exodus, nor is there the
intention among the established
Jews of leaving "la belle Prov-
ence."
It is therefore quite a curious
fact to read in the July-August
issue of the National Jewish Month-
ly under the signature of an emi-
nent columnist like Rabbi Reuben
Slonim of the Toronto Telegram
that "there is a movement of Jews
from Quebec to other provinces, al-
though it is. denied by Jewish lead-
ers in Montreal, who are, admit-
tedly, in a difficult position."
As a true talmudic scholar,
Rabbi Slonim makes the follow-
ing comments: "Jews have al-
ways felt more at home in an
Anglo-Saxon culture. In Ontario,
for example, while 110,000 Jews
live in metropolitan Toronto,
there are still 25,000 dispersed
through the province. In Quebec,
Jews outside Montreal, and to a
fractional degree in Quebec City,
are about as scarce as the 'a&
komen' on Yom Kippur."
The learned man is skeptical as
to the chances of Jews integrating
in the French milieu: "Can a Jew-
ish fragment be expected to join
a French enclave not only vis-a-vis
Canada but the whole of North
America?" And he concluded:
"Jews would have to be given
some valid reasons for becoming
a minority within a minority."
What appears as a cartesian
demonstration is in fact a contro-
versial pilpul for the Jews living
in Quebec.
Relying strongly on the unity of
Judaism, Jews have no intention
of becoming a minority within a
minority. Their aim is a dialogue
with the dominant majority and an
exchange of cultural and ethicaL
values between the French Cana-
dians and the Jews. Facts are nu-
merous to prove that such a ra-
prochement is not only feasible but
desirable. The .provincial govern-
ment had encouraged French-
schooling for Jews, mostly immi-
grants from North Africa, with tui-
tion paid by the goVernment. Tem-
porarily, some 30 French-speaking
Jewish children are given a Jew-
ish education in French in a wing
of a French Catholic school. There
are other examples of raproche-_
ment and the good will of the Que-
bec Jews was shown in May this
year when more than 650 delegates
attended a special session of the

Allied Jewish Community Services
— call Realities 1970 — dedi-
cated to the "further improvement
of our intellectual and social ex-
periences by becoming tricultural
instead of bicultural."
The process of mutual under-
standing, taking into account his-
torical facts is not a simple one.
But bridges have been thrown over
the ravines and good will is in
abundance too. Thanks to the Jew-
ish subtlety, the French-Canadian
press had become more interested
in the various aspects of Jewish
cultural life and this general atti-
tude is reflected in the friendly
way Israel's problems are present-
ed to the French reading public.
Not everything is perfect, alas.
There is a growing alarm from
the parents of youth who, for
some reason or other have
moved out and live downtown
where they quickly become drag
addicts. To prevent the spread-
ing of drugs, a special clinic with
around-the-clock staff works in
Montreal.
A group of 20 businessmen had
quickly raised the money and the
Allied Jewish Community Services
offered the services of doctors and
staff from the Jewish General Hos-
pital to tackle this urgent problem.
But money is not enough. There
are other agencies like Hillel, YM
and YWI1A, Saidye Bronfman Cen-
tre, and other Jewish organizations
whose responsibility is to deal with
the problem of alienation with all
its consequences.
Saul Hayes, who had re-
cently been awarded an honorary
doctor of law degree for services
rendered to the Montreal society
in his capacity as executive vice-
president of the CJC, summarized
for the JTA the problems affecting
the future Jewish generation:
"We can't expect a Jewish com-
munity being separated from 'the
rest of society. Old and young are
disenchanted with the so-called re-
wards of a democratic state where
together with affluence there is so
much poverty, so many slums, and
so much incompetence in the edu-

up to a terrible indictment and will
remain in the Jewish and non-Jew-
ish community as a disaffected
branch of society. Until there is
evidence of fundamental and monu-
mental changes, Canada of 1970
and the Jewish community will not
only face the same problems as
during the previous decades, but
the problems will be intensified
because of the larger ratio of youth
per thousand of population. No tra-
ditional New Year greetings will
cure this, nor will Jewish activity
of its own."
