Dr. Edvard Isak Hambro of
Norway, elected president of the
United Nations General Assembly's
25th anniversary session, express-
ed the view that the UN was "not

equipped to take material action"
in cases of hijacking. He said he
thought the UN should be "better
equipped" but declined comment
on Secretary General U Thant's
proposal for an international tri-
bunal on hijacking. Dr. Hambro
told a press conference that hijack-
ing was "International piracy" and
"very threatening." He called the
taking of hostages "a serious vio-
lation of fundamental human
rights," declining to make any
distinction between the seizure of
airline passengers by Palestine
commandos and the detention of
Arabs by Israel.
