Cooper Resolution Calls Upon_ U.S.

to Set Hostages' Release Deadline,
Boycott Arab State Aiding Outlaws

State Rep. Daniel Cooper, a
candidate for State Senate in the
November elections, introduced a
resolution in the House calling upon
the U.S. government to set a dead-
line for the Arab hijackers to re-
lease their hostages and to insist
that Jordan procure their release
within the deadline. The resolution
was adopted Wednesday.
Rep. Cooper's resolution also
urged that the U. S., United Na.
tions and all countries be called
upon "to declare a boycott of Arab
states, to refuse to let these states
land their planes elsewhere in the
world and to refuse to fly non-Arab
planes to those countries until the
hijackers have been made outlaws
in the- Arab lands."
Rep. Cooper pointed out the
U. S. government is "duty.boimd

lawfully with American pass-
ports full protection in their per-
sons and property, and the coun-
tries where these blackmailers
operate seem either unwilling or
incapable of safeguarding the
lives of innocent victims ...
"If the demands of the bandits
were appeased, their appetite for
more blackmail would only be
whetted and international law and
order would go for naught, much
as it did 25 years ago when Great
Britain sought to appease Adolph
Hitler at Munich," said Cooper.
The failure to take sanctions in
the past "has spurred the Arab ter-
rorist campaign against 'peaceful
air travel," he said. "Failure to
impose sanctions now will mean
that the major governments and
airlines of the world are de facto
accomplices of the fanatics who
have endangered so many thou-
sands of people in recent days and
who intend to continue their
crimes."
Speedy action on the Cooper

resolution followed the sponsor's
comments and the sense of outrage
over the hijacking and the state of
terror that had been imposed upon
the innocent victims who are being
held as hostages in Amman.
