16-Month Half-Billion Goal Set for Israel Bonds

WASHINGTON (JTA) — A cam-
paign for a record sale of $500 mil-
lion in Israel bonds to bolster Is-
rael's economy in the present
crisis was launched here Sunday
at a national emergency confer-
ence of American and Canadian
Jewish leaders. Officials said the
worldwide drive would seek to
obtain $150,000,000 in sales by the
end of 1970, with the remaining
$350,000,000 in sales to be sought
next year. Samuel Rothberg, na-
tional campaign chairman, said
last year pyoceeds from Israel
bond sales totalled $160,000,000.
The extraordinary h a 1 f-billion
dollar goal for the next 16 months
was adopted by an international
conference of world Jewish lead-
ers in Israel last month. Finance
Minister Pinhas Sapir told the con-
ference Sunday that Israel's cur-
rent defense outlays amount to 25
per cent of Israel's gross national

expansion plan which anticipated
total investments of $7,000,000,000,
of which $5,500,000,000 will have
to come from outside aid. He said
that investment rate was needed

stand the crushing burdens of de-
fense," or provide homes and jobs
for the new immigrants whom Is-
rael must continue to receive for
her own sake as well as for the
sake of the rebirth of the Jewish
people."
Leo Bernstein of New York, Is-
rael Bond vice-president, said that
non-Jewish purchasers were hav-
ing an increasing role in Israel
Bond sales. He said that during
the past seven years, sales to
banks, pension funds, labor unions
and insurance firms had amounted
to $155,000,000. He emphasized that
the primary responsibility was with
the Jewish community and that a
concerted effort was planned to en-
roll 1,000 Orthodox, Conservative
and Reform congregations in the
United States and Canada for an
intensive effort during the period
of the Jewish High Holy Days.

This initial phase, its leaders hope,
will produce sales of $30,000,000,
as compared with about _$17,000,-
000 in sales last year.

JDC Grant Enables Hebrew U. to Offer
Israel's 1st Grad So cial Work Degree

JERUSALEM—Israel's f i r s t
graduate program in social work
has been instituted at the Hebrew
University's Paul Baerwald School
of Social Work as a result of an
agreement between the university
and the Joint Distribution Com-
mittee, it was announced by Sam-
uel L. Haber, JDC executive vice-
chairman.
The program will inclnde courses
leading to a master's degree in
social work, additional faculty, re-
search projects and scholarships.
Eventually it may be expanded to
include a doctoral degree, he add-
ed.
The program was made pos-
sible by a funding agreement
between the university and the
JDC, whereby each will provide
an annual grant of $50,000 for
five years, Haber said.
The JDC receives funds for its
programs in Israel and some 25
other countries, mainly from the
campaigns of the United Jewish
Appeal.
The graduate program was in-
stituted to help meet Israel's needs
for social workers, supervisory
personnel and social work teachers
and administrators, Haber said. He
pointed out that the training of
professional personnel has long

been an important part of JDC's
over-all program to develop quali-
fied manpower for. Israel's health
and welfare services.
