Cabinet Minister JERUSALEM — Former cabinet minister and longtime labor leader Zalman Aranne died Sept. 5 at age 71 Mr. Aranne, who was Russian- born, -cent to Palestine in 1526 and took an active role in labor coun- cils_ Upon the establishment of statehood, he was appointed sec- retary of the Labor Party and chairman of the Knesset foreign affairs and security committee. From 1555 to 1500, he was minister of education and culture and ear- lier had served with Israel's de- legation to the UN General As- sembly. He resigned from his ministry in 15r..0 over a cabinet dispute on the right of high school teachers to form a trade union. Mr. Aranne had proposed a compromise, but the cabinet consensus was that the dispute was not within the pro- vince of the minister of education.
