Constitution. It was repeatedly
republished early in the 19th
century, during the progressive
disestablishment of churches in
the several states. A hundred
years after that it took a central
position in the series of cases
through which the Supreme
Court upheld the First Amend-
ment as a 'wall of separation'
between church and state."
The Brant biography has much
merit: for knowledge of the con
flicts that occured politically in
this country during the early years
of this Republic. it is necessary to
study the attitudes and the princi-
ples of the leaders in this land —
to knew their personal back-
grounds: to be introduced to the

Sapir Discloses

JERUSALEM (JTA) — Finance
Minister Pinbas Sapir, speaking in
the Knesset Monday, dashed Is-
raelis hopes that the ceasefire
will ease their financial burdens.
"Even if a peace agreement with
the Arabs were to be signed," he
declared, we should have to
maintain our security vigilance
for many years to make sure that
the peace is kept."
He presented a supplementary
budget equivalent to S335,709,250—
all earmarked for defense. That
sum represents a nearly 12 per
cent addition to the budget passed
last April.
Sapir disclosed that with the
supplementary budget the country
would be spending nearly 30 ner
cent of its gross national product
on security, compared with 10 per
cent in the United States. He said
the deficit in the balance of pay-
ments may reach the equivalent
of 1.2 billion dollars this year. The
total foreign debt, he said, is 2.8
billion and the foreign debt per
capita is S910.

son's views were firm. It is good
to get such a splendid portrayal of
the role in American history of
Dolly Madison.
Brant's. "Life of James Madi-
son" is an exciting biography and
a revealing document on early
American history.

phy, "The Fourth President — A
Life of James Madison," published
by Bobbs-Merrill Co.
As in the previous Brant works,
on Madison there are explanatory
references to the fourth presi-
dent's role in assuring church
state separation.
Brant describes in some de-
tail, in his biography, Madison's
famous Virginia "Remonstrance
Against Religious Assessments."
Major in it was "the right of
every man, guaranteed in the
state constitution, to exercise re-
ligion according to his own con-
science."
In the controversies over sepa-
ration the Madison view and the
background of the struggle not to
mix church and state affairs re-
main paramount. Few works deal-
ing with the Presidency and the
original battles for separation
match those of Brant, in his works
on Madison.
An applicable comment in
Brant's biography of Madison
states:
"Madison's 'Memorial and Re-
membrance' looms large in the
background of the clause on re-
