TEL AVIV—One of the quiet
wars being waged on a worldwide
basis—in the development of water
resources—rarely reaches the head-
lines, but will bring future benefits
to millions of people in areas which
have long suffered from poverty-
ridden farm societies.
A major force in the struggle
to develop new water sources,
Tahal Consulting Engineers Ltd.,
of Tel Aviv, has revealed that new
techniques and applications of ex-
perience in Israel will in the early
'70s bring a new lease on life
for farm families in 20 countries.
Aharon Wiener, president of
Tahal and one of the world's lead-
ing water development authorities,
reported that planning work has
recently begun on several major
projects to modernize the forms
of rural life in vast underdevelop-
ed areas in Asia, Africa and South
America.
Wiener announced that Israeli
engineers will this month inaugur-
ate a massive rural development
plan for the drought-ridden north-
eastern region of Brazil, covering
an area of 6,250 acres and affect-
ing several million people. At the
same time, a specific Tahal re-

NEW YORK (JTA)—The Com-
mittee for Public Education and
Religious Liberty (PEARL) and 13
individual plaintiffs have filed suit
against Gov. Nelson A. Rockefeller,
State Comptroller Arthur Levitt
and State Education Commissioner
Ewald B. Nyquist to prohibit the
expenditure of public funds on pa-
rochial schools.
At issue in the key test case is
the constitutionality of Chapter 138
of the Laws of 1970, which were
signed into law by the governor on
April 18 and went into effect July
1, apportioning $28,000,000 of state
funds to be paid to nonpublic
schools for record-keeping pur-
poses.
The snit, filed in the U. S. Dis-
trict Court for the Southern Dis-
trict of New York, seeks "a tem-
porary and permanent injunction
against the allocation and use of
the funds of the state of New
York to finance the operations
of schools controlled by religious
organizations and organized for
and engaged in the practice,
propagation and teaching of re-
ligion."
Further, the suit asks the federal
court to declare such use of public
funds "violative of the first and
14th amendments to the Federal
Constitution and of Article XI, Sec-
tion 3 of the Constitution of the
State of New York."
In the complaint, Leo Pfeffer,
special counsel of the American
Jewish Congress and attorney for
all the plaintiffs, contends that the
new law "on its face" violates the
First Amendment by: giving rise to
an "excessive governmental in-
volvement in and entanglement
with religion" by financing and
subsidizing schools which are
owned and controlled by religious
bodies; prohibits religious free-
dom because it constitutes "com-
pulsory taxation for the support of
religion or religious schools"; and
violates the state constitution by
using public money to aid or main-
tain schools "wholly or in part
under the control or direction of
religious denominations."
Meanwhile, a charge that the

joined the Committee for Public
Education and -Religious Liberty
(PEARL) are "die-hard opponents
of Jewish all-day religious educa-
tion" was leveled by Agudath Is-
ratel of America, national Ortho-
dox Jewish movement which advo-
cates government support on no-
