Gahal Quits Golda's Cabinet After a Stormy Meeting

by the creation of ad hoc execu-
tive councils, bringing the number
of participants in the meeting to
more than 400, though not all were
eligible to vote.
Although Gahal is Israel's sec-
.
ond largest political party, its de-
fection from the government still
leaves Mrs. Meir's coalition with
a comfortable margin of 72 seats
in the 120-member Knesset. But
there was no minimizing the psy-
chological impact of the blow that
toppled Mrs. Meir's "wall-to-wall"
coalition and exposed its fragility.
Mrs. Meir said on several occa-
sions that she was prepared to
sacrifice the coalition whenever
peace with the Arabs appeared im-
minent and when it called for de-
cisions which would not support a
united front.
But the U. S. plan, proposed June
19 by Secretary of State William
P. Rogers, is not a peace settle-
ment but a preliminary step to
end the fighting on the Suez Canal
front in order to advance toward
a negotiation process under the
aegis of United Nations envoy Gun
nar V. Jarring. The Gahal faction
accepted the SO-day cease fire. a
key element of the Rogers plan.
But it balked at the clause in which
Israel was to withdraw from Arab
territories occupied' in the June
1967 war. That clause is contained
in the UN Security Council's reso-
lution 242 of Nov. 22, 1967, which
is the basis of the Rogers pro-
posals. The language of the resolu-
tion, deliberately ambiguous, does
not specify which territories are
to be evacuated or when. Accord-
ing to Israel's interpretation, with-
drawal will come only after a peace
treaty with mutually agreed, se-
cure boundaries is signed with the
Arab states. Premier Meir re-
iterated that stand in reply to a
motion of no confidence in the
Knesset Tuesday.
The Israel government, of which
Beigin and his Gahal colleagues
were members until Tuesday, has
stated publicly on several occa-
sions that it accepts Resolution
242. It has also been accepted by
Egypt and Jordan. Rejection of
the Rogers plan by any of the com-
batants could therefore be con-
strued as a repudiation of their
acceptance of the key resolution.
According to Beigin, however,
the American plan is a "disaster"
for Israel. He charged at Monday
night's meeting that the plan was
drafted by the U. S. in consulta-
tion with Moscow and Cairo but
not with Israel. "Another Munich,"
he cried. "They threatened (Presi-
dent Eduard) Benes (of Czecho-
slovakia) with the destruction of
Prague. Now they threaten us with
the destruction not only of Tel
Aviv but of Israel."
One Liberal leader, Dr. Israel

Feldman, mayor of Ramat Gan,
shouted at Beigin. "don't be a
prophet of doom. Give us hopes."
Angry Beigin supporters had to be
restrained from assaulting him.
Beigin rejected arguments by
Liberal leaders that Gahal could
be more effective in averting "dis-
aiter" by working within the gov-
ernment. "From outside we can
only shout," declared Daniel Nah-
mani. Minister of Commerce and
Industry Yosef Sapir, head of the
Liberal faction, said the time to
quit the cabinet was when the is-
sues became substantive and speci-
fic proposals were made. But Haim
Landau, Herut minister of develop-
ment and a staunch Beigin sup-
porter, declared that Gahal must
take its position to the public be-
cause in the cabinet "everything
we say remains within the four
walls." Beigin promised, "in op-
position we shall serve the nation
as best we can and we shall sup-
port the government on security
problems."
Sapir said after the meeting that
the Liberal faction would honor
the decision of the majority,
"though no one is happy with the
situation." The lierut minister of
transport and communications,
Gen. Ezer Weizmann explained that
he did not participate in the de-
bate because he had found it diffi-
cult to define his position at first.
Now, he said, he was convinced
that Beigin was right. The former
air force commander is a nephew
of the late Dr. Chaim Weizmann,
first president of Israel.
'No Confidence' Move Loses;
Golda Issues Assurance
JERUSALEM (JTA) — Premier
Golda Meir declared in the Knes-
set Tuesday that Israel's policy re-
garding frontiers with its neigh-
bors is unchanged and that there
would be no withdrawal from oc-
cupied Arab territories before a
peace treaty "is signed and seal-
ed." Mrs. Meir spoke briefly in re-
ply to a motion of no confidence in
her government which was defeat-
ed by a vote of 64-5 with three ab-
stentions. The motion was filed by
Shmuel Tamir of the small right-
wing Free Center faction on
grounds that the government's ac-

ceptance of the American peace
proposals for the Middle East im-
plied an agreement to withdraw
from the occupied territories.
The motion was the first order of
business of Tuesday's Knesset ses-
sion, at which Mrs. Meir made her
major political statement in de-
fense of her government's position.
A special ministers committee com-
pleted drafting the text of Israel's
official reply to the U. S. pro-
posals.
The special cabinet committee
consists, in addition to Mrs. Meir,
of Deputy Premier Yigal Alton.
Foreign Minister Abba Eban, De-
fense Minister Moshe Dayan. Min-
ister of Justice Yaacov Shimshon
Shapiro, Minister of Immigrant Ab-
sorption Nathan Peled, Minister of
Tourism Moshe Kol, Minister of

Religious Affairs Zerah Warhaftig
and Minister Without Portfolio
Israel Galili.
Votes were cast against the gov-
ernment by the Free Center and
the State List. The ultra-Orthodox
Agudat Israel abstained. Gahal
members whose party leaders
voted to quit the cabinet were ab-
sent from the Knesset chamber.

Eban Repeats Demand
Greece Hold Terrorists

JFAUSALEM (JTA) — Foreign
Minister Abba Eban repeated in
the Knesset his demand that the
Greek government repudiate its
agreement with the hijackers n
the Olympic Airways plane and
refuse to release the seven con-
victed terrorists.
Eban was replying to a question
by Shmuel Tamir of the "Free
Center" on "the attitude on the
Greek government to air piracy
by Arab murder gangs and the
necessary measures against this."
"We believe that a deal made
with criminals for criminals is
invalid," he said and added that
efforts to convince the Greek gov-
ernment not to release the terror-
ists are still continuing.

vestigating very thoroughly the
