Halfway House
for Mentally Ill
Ready to Open

By

JUDITH

AXLER

(Copyright 1970, JTA, inc.)

WASHINGTON — Rabbi Ar-
thur Bogner is in the midst of a
new job in addition to caring for
his congregation: He is starting a
halfway house, a residence for
mentally ill people who are just
getting out of the hospital and
need a place to live while they re-
adjust to the world that sent them
in. It is also a haven for people
who need a therapeutic environ-
ment to help them stay out of the
hospital.
This—the first Jewish halfway
house in the United States — is
scheduled to open after Passover,
and Rabbi Bogner is very much
aware of the trail he is blazing.
"The people we want couldn't feel
happy in other places," he said.
His Raphael House, named after
the angel of healing, will have a
kosher kitchen and Sabbath serv-
ices.
Rabbi at Ezras Israel Syna-
gogue in Washington since 1938,
Rabbi Bogner realized long ago
the value of halfway houses in
taking people out of mental hos-
pitals and giving them a chance
to adjust slowly to normal life.
It was only five years ago, how-
ever, that he realized a halfway
house could shelter those who
were too sick to stay home or not
sick enough to be committed.
Rabbi Bogner thinks that a Half-
way House should give residents
the atmosphere of a home. He
calls that "environmental therapy
—living in the natural atmosphere
of a home where a person enjoys
full respect and dignity."
The supervising committee plans
to open with around seven resi-
dents and eventually build up to
a maximum of ten.
Everyone living in Raphael
House will be required to work,
go to school or do volunteer work
No one will be allowed to lie in
bed all day, or refuse to care for
himself properly. "Of course," Rab-
bi Bogner adds hastily, "Pressure
will not be greater than they are
willing to accept."
Although there will be profes-
sional therapists living In and

near Raphael House, each resi-
dent will have to have his own

therapy arrangements outside
the house. In addition, each resi-
dent will have a lay big brother
or big sister as a friend. Big
brothers and big sisters will
work with a volunteer psychia-
trist to understand and help
their charges.
Rabbi Bogner explained that
the screening committee will
choose residents on the basis of
their chances for improving and
leaving the sheltered environment
within a year.
The committee is fast running
out of the small amount of money
it raised to start Raphael House,
even though its projected expendi-
tures for the year will be only
$30,000.
"We are not scared," Rabbi Bog-
ner said. "We know the money
will be available. After all, this is
a project being supported by the
entire Jewish community."

Edward M. Rosenthal
Electrical Engineer

Edward M. Rosenthal, an elec-
trical engineer with the Army
Tank Automotive Command in
Centerline for the past 18 years,
died July 26 at age 52.
Born in Chicago, Mr. Rosenthal,
was a member of Temple Beth El
and of the Society of Electrical
Engineers.
He is survived by his wife, Bar-
bara; two daughters Mrs. Joel
(Barbara) Leib, and Bernice Ros-
enthal; one brother and two grand-
daughters.

Of the $30,600,000 raised in the
nation during 1969, according to
the American Social Health Asso-
ciation, a Torch Drive service.
Both counties 'reported .31 cases of
gonorrhea per 100,000.
