Lindsay.
The city has suspended for many
years application of the alternate
side parking regulations on major
religious and public holidays but

The measure provides that the
parking bans, arranged to allow
street cleaning by city crews, will
not be applied on Rosh Hashanah,
Yom Kippur, the first two and last
two days of Succot, the first and
last two days of Passover and
Shavuot.
In addition to public holidays,
the ban also is lifted for Christmas
and Easter.

In signing, the mayor said that
on the religious holidays "a great
number of people stay home or do
not use their automobiles 'for reli-
gious reasons."
The new law will prevent such
administrative errors as that which
occurred two years ago when doz-
ens of Jews found their parked
cars ticketed for violation of the
ban on Shavuot.
At the intervention of the Na-
tional Jewish Commission on Law

and Public Affairs (COLPA), the
summonses were dismissed.

The summonses carry penalties
of up to $25 for each offense.
Julius Berman, COLPA president,
testified at the public hearing
called by the mayor prior to sign-
ing the measure into law.
Berman said the legislation dem-
onstrated that the city administra-
tion was concerned about the needs
of all groups in the city, including
observant Jews.

Why are the penitential pray-
ers omitted from the synagogue
service when one of the principal
participants in a circumcision
ceremony scheduled for that day
is present in the congregation?

Generally speaking penetential
prayers which generally reflect a
feeling of regret are omitted on
holidays, because on holidays there
is a mood of confidence and fes-
tivity which is not congruous with
the spirit of regret contained in the
penetential prayers. The sense of
community feeling and responsi-
bility caused the rabbis to rule
that when a family is present
which has some festisie occasion
like circumcision which is to be
performed that day, or in the case
of a bridegroom, a wedding which
has already taken place that day
or that w e e k, the penetential
prayers are eliminated in the syna-
gogue. This is so that the congre-
gation can share in the feeling of
happiness and help keep the fam-
ily happy. Some authorities went
as far as saying that when there is
a circumcision taking place any-
where in that community, peneten-
tial prayers would be omitted
every synagogue in the community.
They explained this by saying
Elijah the Prophet comes to the
circumcision ceremony and His
presence in the community is a
source of joy to the whole commu-
nity.

Why is it that when two por-
tions are read from the Bible on
a particular Sabbath it is the
prophetic portion originally as-
signed to the second which is
read as the Haftora of that day?
The general line of reasoning

given for this practice is that the
prophetic portion assigned to the
second reading for that Sabbath is
closer to the content of the second
portion of the Torah which was the
most recent one read that Sab-
bath. It is worth noting, however,
that in some cases there are some
authorities who disagree with this
practice, using the prophetic por-
tion traditionally assigned to the
first reading as the Haftora for
that Sabbath.
