Several Countries Said to Have a Pact
With Kremlin to Return Soviet Jews

WASHINGTON (JTA)—An ex-
pert in Russian history has as-
serted that "It is commonly known
in Russia" that a number of Asian
and European countries have an
agreement with the Kremlin to re-
turn Soviet escapees, especially
Jews seeking to emigrate, within
48 hours.
Dr. David Korn, professor of
Russian history and literature and
chairman of the Russian and Ger-
man department at Howard Uni-
versity here, identified some of
those countries as Iran, Turkey
and Finland.
He spoke at a news conference
at which Dr. Isaac Franck, execu-
tive vice president of the Jewish
Community Council of Greater
Washington, described the alleged
June 15 attempted hijacking of a
Soviet airliner by Leningrad Jews
as a "fabrication" akin to the 1948
Jewish "doctor's plot" to kill
Stalin.

"This attempt to strangle the
yearning of many Jews to go to
Israel and to kill off any public
expression of this yearning by
the fabrication of a 'Jewish plot'
is not an unfamiliar pattern,"
Dr. Franck said.

The Israel government has re-
ceived a letter from a Russian
citizen, Mikhail Abaevich Isakov,
seeking assistance on reuniting
him with his sister in Israel
"This should be done," he wrote,
"either through the United Nations
or through the Great Powers, who
will perhaps convince the Soviet
government that it cannot forcibly
keep those who wish to emigrate
to Israel from being reunited
with their families."
He said that "Since 1988, with
an affidavit that has been paid
up, I have been waiting for a per-
mit and .I cannot achieve any-
thing." He continued, "All I want
is to be with rely sister. For the
third year I have been writing
complaints and appeals and all
without results. Everything is sent
for the consideration of the local
authorities . . and the authori-
ties repeatedly refuse my applica-
tions without explaining the reason
for the refusal."
Isakov wrote that "further

correspondence is useless, and
urgent intervention is neces-
sary." The letter was dated
March 31.
A cabled greeting from three

Soviet Jews, addressed to member
of the Knesset Gideon Hauser on
the occasion of the founding in
Jerusalem of the Public Council
to Aid Soviet Jewry, arrived rub-
ber-stamped "Delayed in USSR."
The cable from Riga, in Soviet
Latvia, was written in Hebrew and
Latin characters and read, "Best
wishes for the work of the com-
mittee. We hope you will always
be together in your deliberations."
The cable was signed Leo Elyashe-
vitz, Joseph Rusnak and Ilia Walk.
Later, three letters of sympathy
and solidarity from Soviet Jews
were received by Kibutz Baram,
located near the village of Avivim,
where a school bus was attacked
by Arab guerrilas two months ago.
Two letters came from Gisha
Feigin of Riga. Both letters end
with the quote "Hope that the
happy day will come when we can
join you as one family and build
our beautiful homeland."
The third letter came from
David Ish Tov (Giterman) in
Lavender near Kishine v, who
wrote, "May the Almighty avenge
the blood of the children and give
the criminals their due."

The Knesset Foreign Affairs
and Security Committee stated
Tuesday at the conclusion of a
debate that the desire of Soviet
Jews to immigrate to Israel is
in conformity with Soviet law
and the international convention
of human rights.

In a resolution, the committee
declared: "The Knesset affirms its
solidarity with the Jews of Soviet
Russia in their struggle to live as
Jews and to come to Israel."
The resolution asserted that
"The anti-Jewish smear campaign

waged with the help of all official
media of communication is gain-
ing momentum in the Soviet Union,
and anti-semitic publications` re-
cently published there recall the
most venomous vilification ever
aimed against the Jewish people."
Declaring that the Soviet cam-
paign was engendering an "atmo-
sphere of hate" that endangers
Soviet Jewry and is causing
"serious apprehension of a new
edition of the show-trials of the
Stalinist era," the statement con-
tinued, "The present anti-Jewish
campaign in the Soviet Union is
aimed at the Jewish national
awakening and at deterring Jews
from submitting further applica-
tions for emigration permits and
for publishing open letters ad-
dressed to international institu-
tions and to world opinion claim-
ing their right to come to Israel."
The resolution concluded: "The
Jewish people will not be silent
until the innocent Jews recently
arrested in the Soviet Union shall
have been released and every Jew
wishing to come to Israel shal , be
permitted to leave."

In Cleveland, Russia was ac-
cused of seeking "to blot out
Jewish life" in a deliberate
attempt to crush those who want
to maintain their religious and
cultural identity.

The accusation was made by Dr
Herbert S. Caron, a Case Western

Greater Cleveland, which com-
memorated Captive Nations Week
in St. John College Auditorium
several days ago.

The accusers, representing Iron
Curtain captive nations, included
Dr. Caron, assigned by the Jewish
Council of Concern for Anti-Sem-
itism, who charged "Russia's 3,-

000,000 Jews are prohibited from
leaving the Communist country
and. subjected to untold kinds of
repression and prejudice."

South Africa Gives Israel
$15,000,000 Credit Line

LONDON (JTA) — South Africa
has given Israel a credit line of
$15,000,000.
The agreement was signed last
week by managing director David
Golan for Israel's Foreign Trade
Bank, and Dr. G. S. J. Kuschke,
chairman, for South African In-
dustrial Development Corp.

denying immigration rights to

destroy religion by holding syna-
gagues as illegal and immoral.
