Israel Calls Atomic Report Vnauthoritative"

WASHINGTON (JTA) — State
Department spokesman Carl
Bartch issued a statement Sunday
that "Israel has publicly stated
on numerous occasions that it
will not be the first to introduce
nuclear weapons into the Middle
East. We take that pledge at face
value." He made the statement
in reference to the New York
Times evaluation of Israel's nu-
clear capability. He also said "a
number of nations, including Is-
rael, possess the potential to de-
velop nuclear weapons. This fact
underscores the need for all na-
tions that have not done so to
sign the nuclear non-proliferation
treaty." An Israeli embassy
spokesman here told newsmen that
Israel was not now a nuclear
country and would not be the first
to introduce such weapons. White
House press secretary Ronald
Ziegler said Israel has said re-
peatedly it would not introduce
nuclear weapons in the Mid East.
(Israel government sources de-
scribed the report as "speculative,"
"unauthoritative" and "inaccurate."
The sources repeated Israel's con-
tention that it is not a nuclear
power and will not initiate the use
of such weaponry in the Middle
East.
(An Israeli source disparaged
the report, saying: "This is a sea-
sonal story. It comes of twice a
year when things are slow."
Asked directly whether Israel has
an atomic bomb, the source re-
plied: "It's too expensive to
make."
(Reminded that low-cost versions
are feasible, the source said: "I
don't know anything about those
things.") Senate Majority Leader
Mike Mansfield, Democrat of Mon-
tana, said he was not surprised
at the reports of Israeli nu-
clear capability, adding "That's

area."
NEW YORK (JTA)—The New
York Times reported Saturday
from Washington, in a lengthy
evaluation occupying almost half
a page, that for at least two years
the United States government has
been conducting its Mid East policy
on the assumption that Israel
either has an atomic bcmb or has
components available for quick as-
sembly. The only basis for the re-
port by correspondent Hedrick
Smith was "reliable sources."
Smith wrote there has been dis-
agreement among senior govern-
ment officials on whether the evi-
dence was absolutely conclusive.
Both former President Johnson
and President Nixon received in-
telligence "assessments" that Is-
rael has the capacity to assemble
an A-bomb on short notice and
some senior officials "believe she
has already done so," Smith
wrote. He said the reason the
Nixon administration has not de-
veloped a fully coordinated na-
tional intelligence estimate which
would say flatly that "Israel does
have atomic weapons" is that the
government has been "so sensitive
to grave implications of the issue."
