Plight of USSR .Jewry Revealed: Continue Clamor for Visas

David Boguslaysky, the writer of
the letter, told the prosecutor gen-
eral (attorney general) that the
eight had not been involved in the
plot although they have expressed
a desire to emigrate.
Several of them had issued pleas
to Russian and UN authorities
seeking exit permits for Israel.
Boguslaysky complained in his
letter that the security police
had seized as "implements of
crime" letters and postcards re-
ceived f r o m Israel, texts in
which the words "Jew" or "Jew-
ish" appeared, self-teaching He-
brew manuals, tapes of Yiddish
songs, novels and books on Jew-
ish history. His own home had
been searched though he was
not among the eight arrested,
said Boguslaysky.
The arrests and search-raids of
Jewish homes produced a warn-
ing from the Board of Deputies of
British Jews that the Soviet Union
has begun a campaign of harass-
ment and intimidation against the
Jews who have applied for permis-
sion to emigrate to Israel.
The statement said thousands of
applications for exit permits have
been filed by Russian Jews "ini-
tially encouraged to do so by a
promise given by Premier Kosy-
gin in Paris in December, 1964"
that Jews would be allowed to re-
unite with their families abroad.
"It is feared that the arrests
that have already taken place are
intended to instill fear into these
applicants and particularly threat-
en the safety and freedom of those
who have petitioned the United
Nations for assistance," the state-
ment said, and added: "In the

present climate of hostility such
developments must cause concern
for the welfare of the 3,000.000 So-
viet Jews. All those concerned for
human rights must surely see the
danger of once again-treating this
vulnerable Jewish minority as a
scapegoat."
Reports reaching here quoting
"dissident" sources in Russia
identified the eight Jews alleged
to have been arrested. They are
Vladimir Mogilever, 30, an engi-
neer, married with one child: Las-
sal Kaminsky, 40, an engineer,
married with two children; David
Chernoglas, agronomist, married
with one child: Gild Gutman, 37,
an engineer, married with one
ehild; Lev Kornblit, mathemati-
cian, married with one child; Lev
Shapiro, 30, an , engineer, unmar-
ried: Solomon Dresner, 38, an en-
gineer, married, with one child:
and Anatoly Golfield, 24, an engi-
neer, unmarried.
Some 50 members of the Stu-

dent Struggle for Soviet Jewry
demonstrated last week in front
of the Soviet Mission over the
arrests and search-raids. The
demonstration was pe a c ef u 1,
though police at one point pre-
vented demonstrators from ap-
proaching the Soviet Mission
premises. Pickets carried signs
reading, "Why is it treason to
want to go to Israel?" and "Free
the Leningrad Eight."

More than 40 members of Stu-
dent Struggle and the Philadelphia
Union of Jewish Students demon-
strated at the Monument of the
Six Million in Philadelphia. The
demonstrators called for the im-
mediate release of the Jewish
"Leningrad 8" and the others be-

Federations Must Aid Day Schools,
or Witness Education 'Paralysis'

FALLSBURGH, N.Y. (JTA) —
Rabbi Zev Segal, president of the
Rabbinical Council of America,
declared Tuesday that Jewish edu-
cation in America faces the danger
of immediate paralysis and break-
down if Jewish federations and
welfare funds do not "respond
positively with urgent financial
assistance."
Delivering a presidential address
at the council's convention here,
Rabbi Segal said that such a re-
sponse must be made "at once."
Decrying the outlaying of only
5 per cent of federation and
welfare fund incomes for educa-
tion, the Orthodox leader called
on them to underwrite the building
of at least 10 new colleges of Jew-
ish secular and religious educa-
tion to draw wayward coreligion-
ists back "to their Jewish heri-
tage."
He pointed to the James Strier
School of General Jewish Studies
and Stern College for Women—
both part of Yeshiva University in
New York—as models.
Rabbi Segal asserted that only
the Jewish federations and wel-
fare funds have the means to bol-
ster Jewish education in a mean-
ingful way and to ease the cur-
rent "finahciai crisis of major
proportion."

He attributed "extraordinary
contributions" to the "indispen-
sable" day schools, and noted
that their teachers were leaving
for the higher salaried state
schools in "alarming propor-
tions." He challenged those who
oppose public aid to private
schools to "assume at least some
of the mounting burdens."

The council president said he
welcomed the new United States
peace "initiative" for the Middle
East, but criticized the adminis-
tration for not acting more swiftly
to permit Israel to buy more U.S.
jets.
Rabbi Joseph Karasick, president
of the Union of Orthodox Jewish
Congregations of America, added
that the "declining flow" of new
rabbis could be stemmed by un-
burdening them of fund raising,
public relations, administrative and
speech-making responsibilities.

The Student Struggle for Soviet
Jewry charged in New York that
not enough was being done by
American Jewish organizations to
alleviate the plight of Soviet Jew-
ry. "Glen Richter, coordinator of
the student group, mentioned spe-
cifically the American Jewish Con-
ference on Soviet Jewry, an um-
brella organization embracing
more than 25 national Jewish or-
ganizations.
Richter said that his group
wants to see a budget and a struc-
ture introduced to American Jew-
ish efforts to help Russian Jews
and make their situation known
to the world. He said the Ameri-
can Jewish Conference on Soviet
Jewry had a letterhead and ground
out press releases but had no ofd
fice, no staff, no budget and no
program.
Richter told the Jewish Tele-
graphic Agency in a telephone in- ,
terview that the student group
wanted to see an effective organi-
zation that could meet with con-
gressmen and other officials on
the matter of Soviet Jewry and
stimulate active intervention on
their behalf. Richter said it was
"shameful" that major American
Jewish organizations "with mil-
lions of dollars" at their disposal
have taken no action in this direc-
tion.
He said the Student Struggle
planned future demonstrations at
the offices of some of the con-
stituent organizations of the Amer-
ican Jewish Conference on Soviet
Jewry to emphasize their de-
mands.
Fifteen of Panama's most

prominent intellectuals and po-
litical personalities, including
two ex-presidents of the Repub-
lic, have signed a declaration
condemning the treatment of
Jews by the Soviet Union and by
"some countries of Eastern
Europe."

The declaration stated, "We
must declare our solidarity with
the Jewish population in the ter-
ritories of the Soviet Union and of
some countries of Eastern Europe,
as well as our repudiation of- the
conitions of spiritual and moral
violence to which these people are
systematically subjected."
The declaration warned they
may well fall victim to the inten-
tion to destroy the existence of
their historical, moral and cul-
tural personality. The declaration
added, "We join our voice to those
raised throughout the American
continent to demand the elimina-
tion of the discriminatory meas-
ures. overt and covert . . threat-
ening the Jewish community in
the Soviet Union and in other Eu-
ropean countries . . ."

past seven years, Philippine Am-
bassador Enrique M. Garcia said
that a communal farm based on
the Israeli moshav will be estab-
lished in his country.
Garcia, speaking at the conclu-
sion of "Philippine Week." called
for even greater Israeli-Philippine
tourism and wider social and eco-
nomic cooperation."

`French Authorities Knew
About Israeli Gunboats'

PARIS (ZINS)—The author of a
book recently published in Paris
stages categorically that there was
no deception whatever when five
gunboats were spirited out of
France to Israeli.
He contends that French intel-
ligence was fully aware of what
was going on and had even report-
ed its findings to the -highest eche-
lons of government, who merely
pretended not to know.
In commenting on the disclosures
made, the local press suggests
that the Pompidou regime feigned
ignorance and amazement in order
to make political capital of the
event and to scandalize Israel, so
that its continuing embargo of the
50 Mirage planes could be vin-
dicated and rationalized.
