Dramatic Story of Campaign to Assist USSR Jewry; President Kennedy's Help Noted

There is an interesting com-
ment in Lawrence's preface to
his effective study in which he
refers to the Kremlin's rejection
of appeals and protests by as-
serting, as Andrei Gromyko did:
"It's an internal matter." But
the author asserts that "nations
can be moved" and he gives
instances of protests which
brought results, among them the
British complaint that enabled

Thorough, factual, containing a
vast amount of basic material re-
lating to the position of Jews in
the Soviet Union, "Three Million
More?" by Gunther Lawrence, pub-
lished by Doubleday, reveals the
tragedy of 3,000,000 people strug-
gling for their rights as Jews.
The study recognizes that Jews
have economic opportunities in
Russia, but it reveals pressures
and prejudices that have resulted
in "genocide of the spirit" under
communism.
Lawrence is especially well quali-
fied to deal with this subject, hav-
ing had close ties with movements
that studied the Russian situation,
having accompanied a mission to
Russia, as public relations director
of the Union of American Hebrew
Congregations and the American
Jewish Conference on Soviet Jewry.

According to former White
House counsel Meyer Feldman,

President Kennedy agreed to
take up the question of divided
families during a meeting in
1963 with Soviet Foreign Min-
ister Andrei Gromyko. Feldman
told Lawrence that the late presi-
dent asked him to prepare, with

the assistance of the State De-
partment, a document summariz-
ing the grievances of Soviet
Jews.
As a result of a Berlin Autobahn
incident, Kennedy could not utilize
the prepared document, but, ac-
cording to Feldman, did raise the
matter of the divided families and
the larger question of discrimina-
tion against Soviet Jews.
Gromyko told President Kennedy
that the Soviet government could
not publicly or in any other way
comply with his request. He as-
sured the president that the matter
would be looked into "sympathet-
ically." At a later date, Feldman
was told by President Kennedy
that the Soviet Union had informed
him that the best they could do
regarding the divided families
"would be to temper the current
prohibitions."

According to Feldman, Presi-
dent Kennedy believed that his
direct involvement could accom-
plish little to alleviate the condi-
tion of Soviet Jews. Nevertheless,
Feldman says, the president was
still willing, especially on the
divided families, to send a per-
sonal message to Premier
Khrushchev, as as utilizing

private diplomatic channels to
get leaders of other governments

to plead the same cause.
On Nov. 19, 1963, in Washington

D.C., Arthur Goldberg and Sen.
Javits reported to the leaders of
21 major American Jewish secular
and religious agencies their dis-
cussions with President Kennedy
and the Dobrynin meeting. They
called up .= the Jewish groups to
proceed with a planned 1964 pro-
test mobilization to begin educat-
ing and arousing American and
world opinion on this humanitarian
question. Goldberg and Javits in-
dicated that they would continue
to pursue the matter with Kennedy.
Jewish leaders left the meeting
confident that, with a sympathetic
president of the United States to
rally behind, they could help their
fellow Jews. Three days later,
President Kennedy was assassi-
nated.
The spring mobilization took
place at the Willard Hotel, and
since that period Jewish organiza-
tions have banded together to help
Soviet Jews under the ad hoc orga-
nization called The American Con-
ference on Soviet Jewry.
