Israel Responds to Ceylon's Diplomatic
Break by Freezing Development Programs

JERUSALEM (JTA)—Israel an-
nounced that it was "freezing" all
development cooperation programs
with the government of Ceylon in
response to the latter's decision to
suspend diplomatic relations with
Israel until it withdraws from all
Arab territories occupied in the
June 1967 war. The Israeli move
will affect about a half dozen Is-
raeli experts currently engaged in
planning two regional settlement
projects in Ceylon. They will be
withdrawn, but Ceylonese trainees
now in Israel will not be asked to
leave prior to completion of their
training according to schedule. The

Israelis now in Ceylon started
their work six months ago and
were supposed to remain there for
several years.
The foreign ministry statement
announcing the suspension said it
was taken with "regret." The
statement observed that Israel did
not make its technical develop-
ment aid dependent upon the po-
licies of the recipient countries.
However, in a case where the coun-
try suspends diplomatic relations,
Israel has no alternative. The
statement noted that Israel did not
react when Ceylon took positions
unfriendly to Israel in the past but

Israel Protests Bonn
Refusal of Air Parcels

JERUSALEM, (JTA) — Israel
protested to West Germany over
a decision by Bonn postal authori-
ties not to accept parcels weighing
over 31/2 ounces for air mail
delivery to Israel.
The decision stemmed from
security measures taken after mid-
air explosions destroyed an Israel-
bound Swissair jet and damaged
an Austrian Airlines jet over
Munich last February.
Ephraim Haran, director of the
foreign ministry's economic depart-
ment lodged the protest with the
economic counsellor of the West
German Embassy.
Meanwhile, the French Ministry
of Posts suspended all air ship-
ments to Israel of parcel and pack-
ages . until further notice. The
ministry said the measure was '
taken because the French Post Of-
fice found it "materially impossi-
ble to undertake security checks
demanded by all airlines" on i
parcel shipments to Israel. The
ban affects all packages exceed-
ing 50 grams and letters contain- • ••
