74 Senators Urge Immediate Sale of Jets to Israel

WASHINGTON (JTA) — More
than two-thirds of the United
States Senate, 74 senators, signed
a letter which was submitted Tues-
day to Secretary of State William
P. Rogers urging the Nixon ad-
ministraton's immediate approval
of the sale of more combat jets to
Israel in view of the growing So-
viet military buildup in the Middle
East and the "growing military
imbalance in favor of the Arab
states."
The letter also calls for NATO
consultation on the buildup and
for a meeting between the senators
and Rogers.
The letter was followed with the
introduction on the Senate floor of
a bipartisan resolution Urging
President Nixon to call upon the
Soviet Union to withdraw its forces
from Egypt as "a major step to-
ward the encouragement of peace
in the Middle East."

The resolution is sponsored
jointly by Sen. Hugh Scott, of Penn-
sylvania, the Senate Republican
minority leader, and Sen. Walter
F. Mondale, of Minnesota, a Demo-
crat.

The letter to Rogers, which was
delivered by Sens. Stuart Sym-
ington, Democrat of Missouri and
a member of the Senate Foreign
Relations Committee, and Scott to
H. G. Torbert, acling assistant sec-
retary of state for congressional
relations, declares that the law-
makers are "compelled to express
a sense of urgency" regarding the
Soviet military buildup in the Mid-
dle East.
The letter notes that the Soviet
Union is now playing a direct com-
bat role in the Middle East with
Russian pilots flying jets over
Egypt and warned that this poses
a "challenge" to American strate-
gic interests and a growing threat
to world peace.
It stresses that the situation
shows that President Nixon's deci-
sion to withhold sale of jets to
Israel did not persuade the So-
viets to limit their role in the Mid
East. It urges the U.S. to take
counter-action now as the ,"best
way to prevent the outbreak of
hostilities." According to sources,
the White House has indicated in-
formally that it would welcome the
letter from the senators.
The letter originally had 10 spon-
sors which included Philip A. Hart,
Democrat of Michigan; Edward
W. Brooke, Republican of Massa-
chusetts, Herman E. Talmadge,
Democrat of Georgia, Jacob K
Javits, Republican of New York,
Abraham A. Ribicoff, Connecticut
Democrat, Symington .ind Scott.

in Israel's behalf in which they
emphasized: "There are funda-

mental differences between the
situation in Indo-China and the
situation in Israel. Sen. Hart
continues a role of leadership in
Israel's behalf in the nation's
capital).

Sen. Robert P. Griffin, of Mich-
igan, the Republican minority
whip, who did not sign the letter
because he felt it might seem to
be an infringement on executive
prerogatives, issued the following
statement Wednesday:

"On the basis of information
available to me, I believe the Pres-
ident should make the jets avail-
able to Israel. But I am not privy
to all diplomatic and military in-
telligence. For example, I don't
know the details of the conversa-
tion Tuesday between Secretary
Rogers and Ambassador Dobrynin.

"I believe the President will pro-
vide the jets and I shall support
that decision, but I believe he is
entitled to some flexibility on this
matter."
But other sources said the ad-
ministration would welcome the
letter as strengthening its hand in
the talks held Tuesday on the Mid
East with Soviet Ambassador Ana-
toly F. Dobrynin. The letter does
not state the snecific number of
planes to be sold to Israel. Some
of its sponsors believe the admini-
stration will approve at least
enough planes to make up for Is-
rael's battle losses.

PLO Claims Soviet Union
Agreed to Supply Guerrillas
With Arms to Fight Israel
LONDON (JTA) — The Pales-
tinian Liberation Or ganiz ation
claimed in Cairo Monday that the
Soviet Union has agreed to supply
Arab guerrillas with weapons to
fight Israel. The alleged agree-
ment was disclosed by Yassir Ara-
fat, leader of El Fatah and chair-
man of the PLO, an umbrella or-
ganization of El Fatah and several
other Palestinian commando
groups. Arafat said he got the
promise of weapons from the Rus-
sians when he visited Moscow last
February. The guerrilla chief re-
ported to the Palestinian National
Council, a group made up of vari-
ous commando leaders meeting in
Cairo to coordinate battle plans
against Israel.
According to his report, the Rus-
sians were sympathetic to the
guerrillas' declared aim of "liber-
ating" the whole of Israel, a
euphemism for the destruction of
the Jewish state. Arafat was the
first Palestinian commando leader
invited to the Soviet Union. But
reports from Moscow at the time
of his visit hinted that he had a
cool reception and was not re-
ceived by the highest echelon So-
viet o'ficials. The Russians so far
have not supplied "arms directly to
Arab guerrillas. But many Soviet
weapons supplied to Arab govern-
ments have found their way into

It has since been endorsed by
senators who differ widely on ma-
ny other issues, principally the
war in Indo-China. They include
Sens. Edmund S. Muskie, Maine
Democrat; Barry Goldwater, Arizo-
na Republican; Edward M. Kenne-
dy, 'Massachusetts Democra t;
George S. McGovern, Democrat of
South Dakota; Strom Thurmond,
South Carolina Republican; and
Richard Russell, Georgia Demo-
crat.

grounds. Local Jewish youth also
staged four mass demonstrations
in central squares of Paris, includ-
ing the square of the opera and
that of the Bastille. They also plan
to try to present to the Soviet di-
plomat a petiton asking him to
permit the departure from Russia
of Soviet Jews who wish to leave.
A second cable has arrived in
Israel from Russian Jews express-
ing horror at the bus ambush that
killed eight Israeli school children
and four adults near the Lebanee
border May 22. The cable was re-
ceived at the Rambam Hospital in
Haifa where children and adults
wounded in the terrorist attack
are being treated.
It came from Riga, Latvia, and
was signed by five persons, Port-
noy, Miller, Glazer, Goldschmidt
and Feigin. The previous week, the
hospital had a similar cable
signed by nine Jews from Lenin-
grad.

Ghor Canal Repaired

TEL AVIV (JTA)—The water-
pumping station at Ashdod YaacoV
was idled because of a sharp drop
in the water level from the river to
supply the Ghor irrigation canal,
which has finally been repaired.
The canal was blasted by Israeli
jets several months ago in retalia-
tion for attacks on Israeli settle-
ments from Jordan. Israel permit-
ted the repairs to be made at the
behest of the United States, which
financed construction of the 50-
mile water condui t, Jordan's
largest irrigation project
The Jordanian government prom-
ised at the time to end attacks
on Israeli border settlements, but
the promise has never been kept.
