`Parity' Principle
in Parochiaid -Hit

NEW YORK—The real goal of
those advocating federal and state
aid to religious schools, including
the forces seeking repeal of New
York's so-called "Blaine Amend-
ment," is "parity"—the same ex-
penditure per pupil in parochial
schools as is spent in public
schools.
This charge is documented in a
study just issued by the American
Jewish Congress entitled, "Parity
. A New Kind of Separate but
Equal," by Joseph B. Robison, di-
rector of the Congress' commission
on law and social action.
Robison defines "parity" as
the concept "that government
should finance private and paro-
chial schools to the same extent
that it finances public schools
.. that whatever public funds
are spent to educate children in
public schools should be avail-
able equally for children in non-
public schools."
Should the principles of parity
be adopted, Robison writes, seri-
ous damage to a public school sys-
tem already suffering from a seri-
ous shortage of funds would re-
sult.
"In view of the present plight of
the public schools, it would take
far less than parity to destroy
them," according to the study
"Even limited government support
to private and parochial schools
can spell disaster for the public
schools."

Uncovers Wealth of Social History

in the intricacies of rabbinic law
and history. Language too is im-
portant, since the Hebrew of the
responsa contains a substantial
admixture of Aramaic and even
other languages, and the style of
writing differs from country to
country.
Here, too, a further offshoot of
the research emerges: the contri-
bution it may make to the scholar-
ly study of Hebrew. Prof. Mena-
chem Elon, who heads the insti-
tute, emphasises that one of the
major reasons for the survival of
Hebrew lies precisely in the way
in which it was preserved through
the practice of Jewish law.
The rabbis nearly always used
Hebrew and Aramaic in the res-
