Sen. Levin explained that he chose River s id e Park for the speech because the park is the only place "west of Cobo Hall where people in Detroit can get to their river." He thus focused on the state's ecological problems — on a SEN. SANDER LEVIN the disfigurement of natural re- sources—and also called attention to unemployment, the war in Viet- nam, "the specter of Harold Cars- well taking his racism with him to the Supreme Court" and the "dis- figurement" of priorities in Michi- gan. The native Detroiter argued that while the hard-pressed me- tropolitan areas have turned over a great share of taxes to state government, the state has turned its back on metropolitan needs. "The governor's administration has committeed only 18 per cent of our federal crime-fighting funds to Detroit, although 40 per cent of Michigan's crimes are committed here—while the life of this com- munity continues to be disfigured by fear," he said.
