PARIS (JTA),-.Foreign Minister
Maurice Schumann indicated that
Frapce is stipporting a Four Power
Mid East peace formula that would
establish deinilitarized zones be-
tween Israel and the Arab states
manned by United Nations peace-
keeping forces and would require
Israel to withdraw from the occu-
pied Arab territories, but not un-
conditionally.
Addressing a foreign press lun-
cheon here, Schumann said he
believed the four powers—United
States, Soviet Russia, Britain and
France—were reaching some kind
of accord but not one based on
Israel's unconditional evacuation.
According to the French diplo-
mat, the formula taking shape
would link Israeli withdrawal to
a statement from Egypt, possibly
registered with the UN secretar-
iat, pledging not to attack Israel
and to keep the peace. A
second phase of the formula would
concern itself with a solution of the
Arab refugee problem and negotia-
tions wherein Israel and the Arab
states would work out mutually ac-
ceptable boundaries,
Schumann said Fr a n c e would
like to see a return of the UN
peace-keeping force to the area but
under an agreement that would not
lead to their hasty . withdrawal as
in 1967. He stressed that neither

The foreign minister, who ac-

Eban Wins: Ministry
to Retain Control
Over Information

JERUSALEM , (JTA) — Prime
Minister Golda Meir announced to
the cabinet that the plan for a
ministry of -information to be in
charge of Israeli information
been dropped, and that
abroad
the service would remain within
the province of the foreign mini-
stry.
The deciLson was regarded as a
victory for Foreign Minister Abba

Eban,
ditionally from the territories it oc-
posed transfer of the responsibil-
cupied in the June 1967, war. That ity for information overseas fr6-m
assertion indicated a reversal of his ministry.

Mrs. Meir had announced last
year after formation of the pres-
ent cabinet that she favored a
comprehensive ministry of infor-
mation and Israel Galili, minister
without portiolio, had been re-
garded as the main candidate to
head that ministry. Eban's argu-
ments that political information
abroad could not be separated
from diplomatic activity, however,
apparently carried the day.

The prime minister said that
she hoped to be able to infonn
the cabinet within the week who
would have parliamentary re-
sponsibility for information in
Israel and for the broadcasting
authority. Galili had been
,charged with this in the previous
cabinet, but he announced ear-
lier this year that he would not
resume - these responsibilities if
information abroad was not
made one of his functions.

For the time being, Mrs. Meir
herself is answerable in the Knes-
set foi the information services
and the radio and television
authority.

The cabinet voted not to contest
the Supreme Court writ issued last
November ordering the prime min-
ister to desist from interference
with Friday night television. The
two members of the National Reli-
gious Party in the cabinet and
Minister without Portfolio Mena-
hem Begin of the Gahal voted
against the decision.
