of Learning Award

Mrs. Meir Urges
Israel's Friends to
Send More Arms

JERUSALEM (JTA) —Premier
Golda Meir urged foreign business-
men attending a conference devot-
ed to., investments in Israel's tour-
ist industry to tell Israel's friends
abroad to send more arms to pre-
serve the Mid East balance of pow-
er. "As we do not intend to com-
mit suicide and as our neighbors
are constantly being fed with bet-
ter weapons and aid, we must ask
our friends in the world not to let
us stand alone to send additional
arms t" she said.
Some 60 projects designed to
stimulate tourism in Israel will be
propc'sed to foreign businessmen
at the conference. The projects to
be discussed at the conference
total investments of n e a rlY
$100,000,000.
The parley, sponsored by the
ministry of tourism, headed by
iMosh Kol, was held at the seaside
resor of Herzliya.

New York has called on the Re-
publican national administration to
provide Israel with sufficient mili-
tary aid "to balance the scales" in
the Mid East. It is - "my firm con-
viction," he told the United Hias
Service 86th annual meeting that
"Israel's strength, Israel's secur-
ity, Israel's survival" are "vital to
the free world," and that imme-
diate military assistance is "ab-
solutely imperative." BIAS pre-
sented Gov. Rockefeller with this
-year's Liberty Award.)

Confusing Reports Surround
Jarring's Return to UN Offices

Dr. Bunche stated that "U
Thant expressed a suggestion,
not a command" that it might
be useful for Dr. Jarring, Thant's
special representative in the
Middle East, to return and meet
eventually with him.
He also said that Dr. Jarring's
reply was sent by open cable from
Moscow saying he would return
Tuesday and that his reply came
late Friday afternoon. Dr. Bunche
was present at the UN press con-
ference, he said, to "clarify" the
confusion and misconceptions in the
news media surrounding Jarring's
return and to answer complaints
by newsmen that news reports in-
dicating his return had been de-
nied by UN spokesmen and then
confirmed last weekend by Thant's
announcement.
The undersecretary said most of
the difficulties in this area resulted
from the newsmen who were sec-
ond-guessing Thant. "Even before
the letter was sent to Di. Jarring,
reports were out that he was being
called back," Dr. Bunche said:
"This was not true." The secre-
tary-general was being scooped on
his own thinking with these stories,
he said.
"The only decision Thant made
was to suggest to Dr. Jarring that
he return here and that Dr. Jar-
ring weigh the suggestion and de-
cide whether or not to return."
Reporters .pressed Dr. Bunche
to ekplain• Why on Feb 19 Thant,
after meeting with Jarring in
Geneva, had issued a statement
there saying there was no imme-
diate indication, that Dr. Jarring
would return.
Dr. Bunche replied that "In
the course of talks with repre-
sentativeS of the Big -Four pow-
ers on Mr. Thant's return from
Burma, and talks with other
representatives, the secretary
general received a generally
favorable reaction to Dr. Jar-
ring's return. Minds can change
on the basis of the talks."
Asked whether he has seen any-
thing positive in recent Big Four
talks, the latest of which occurred
last Thursday, Dr. Bunche said:
"I can't answer that."
Yosef Tekoab, Israeli ambassa-
dor to the United Nations, ac-
cused Lebanon of two dozen re-
cent cease-fire violations and the
UN itself of failing to "deal
equitably" with the violations.
In a letter to Security Council

president Dr. Joaquin • Vallejo
Arbelaez of Colombia, Tekoah
itemized Lebanese "acts of ag-
gression" that he said had occur-
red since his earlier plea to the
Council last month.

Ambassador Tekoah also met
with U Thant to discuss the prob-
lem of increasing terrorist actions
against Israel from across Leba-
non's borders. In his letter to Dr.

Arbelaez, Tekoah called "false and
frivolous" a Lebanese claim that
Israel had Kidnapped four Le-
banese shepherds, stating that they
were armed and had been re-
turned after questioning.
