He wrote that of all the things he saw in Israel, "the most drama- tic and useful to Blacks in Amer- ica is this community way of liv- ing which we would do well to imitate. The people who formed these communities came to Israel with a rag and a bag, but they had a will to be self-supporting even though it meant conquering some of the poorest land in the world. With their bare hands and sheer determination, these immi- grants made the desert bloom." Balance of Power Shifting to Arabs by '75 WASHINGTON (JTA) — By the mid-19'70s, the balance of power in the Middle East will be- gin to shift toward the Arabs and away from Israel, according to a member of the British Parliament, Christopher Mayhew, who spoke Monday night before Georgetown University's Graduate Students Association. Mayhew, one of the strongest pro-Arab spokesmen in the House of Commons, said the only way to settle the Arab-Israeli conflict is for the Big Four powers to bring pressure to bear on Israel. "If there is no pressure, there will be no settlement," he said, noting that prospects for peace would improve only if the Big Four would refuse to provide additional military aid to coun- ties of the area. He also propos- ed an improved security system for Israel. Mayhew called for Israeli with- dawal from the occupied territor- ies but proposed "a demilitarized zone 10 miles wide which could be etsablished by the United Nations and patroled by British and French forces." The Israelis "have shown little interest in this proposal," May- hew said, "since they have no in- tention of withdrawing to their own frontier. This attitude seems rash to the point of being suicidal." He warned that the U.S. will face a serious dilemma unless a settlement is reached in the fore- seeable future.
