Boris Smolar's 'Between You and Me' ... (Copyright 1970, JTA Inc.) MOSCOW MESSAGE: The Soviet press and radio may pour out ntnItIess propaganda against Israel, but the people in the Soviet Union are not impressed by it. On the contrary, Israel's prestige among the Russian people grows with every anti-Israel outburst coming from the Kremlin This is the message conveyed from Moscow by a foreign observer been living in Russia for three years, knows the Russian lan- guage, talks with Russians in their homes, and is even taken into confidence by Russians active in the underground movement. His views are relayed in a book entitled "Message From Moscow," just published by Knopf. The author prefers to remain anonymous, because he wants to protect his Russian friends in Moscow. He hides himself under the Cover-name "An Observer." The author asserts that the Russians resent the aid which their gov- be has ernment gives to the Arabs. "Propaganda photographs of Russian trucks and machinery being unloaded in Arab ports do not provoke pride in comradely aid," he reports. On the contrary, they provoke bitterness. The Russians just cannot forgive the fact that while they UNITED NATIONS (JTA)- The United Nations' Council on Non - Governmental Organizations approved by a vote of 8.5 to reac- credit the Coordinating Board of also wanted to exercise this free- : Special Book Sale dom. • Understanding the • Weinstein said Bnal Brith spon- sored tours to France, Ghana and • • Kenya in addition to Israel and Amos W. He cites the reaction of various elements of the Moscow population to the Six-Day War showing that despite the deafening, and often vicious, anti-Israel propaganda, every- one in the entire city—even the muzhiks who are ordinarily anti-Semitic —was on the side of the Jews. He quotes a taxi driver, "a real peasant," happily telling a Jewish-looking passenger: "Your people are really giving those Arabs hell. It's about time!" It is not so much the love of the Israelis that makes the Russians disregard the official anti-Israel propaganda, as the hatred of the Arabs, the author emphasizes. There are, of course, anti-Israel meet- ings being held by workers in Soviet factories. But these meetings, the author says, are staged by orders from higher authority. The workers themselves are bored by the speeches about Israel's "aggression." They come to the gatherings because they were ordered to do so: actually they consider their time at these meetings being wasted, the author states. • • • 'Message From Moscow" is an exceptional book about the Soviet Union inasmuch is it is written by a Russian-loving Westerner who has been maintaining intimate contact with the intellectuals and workers in Moscow and has also been permitted to travel to other cities not usually visited by foreigners. The anonymous author goes deeply into various aspects of Soviet life. He is very pessimistic. He warns the outside World not to be deceived into thinking that the Stalin spirit of cruelty could not be revived. In fact, he sees neo-Stalinism growing in Russia stronger and stronger. During the debate, Nikifor I. Yevdokyev of the Soviet Union ac- cused the CBJO of slandering a number of member states of the UN aand said he could not find a single statement from the group condemning what he termed mass violations of human rights in Is- rael occupied territories. Yevdok- yev charged that CBJO distributed information that could be traced directly back to Israel and inter- national Zionist circles. Bnai Brith a member of the CBJO, had criticized a Security Council resolution of Dec. 31, 1968, which had condemned Is- rael for its attack on the Beirut airport. Bnai Brith termed the resolution, passed unanimously by the council, as one-sided. The delegate from Sudan, Omer Els- heihk, who also opposed the ap- plication of CBJO, said Boat Brith had referred to one Secur- ity Council action as dishonor- able diplomacy and had leveled criticism at Syria. Bnai Brith, in replies to written questions posed by Sudan, stated it had not in the past 10 years criti- cized any political decisions of the UN. Without such committee approv- al, taxes and fees would have re- verted to their prior level three months after being put into effect. The approval ended a committee dispute over changing the price of gasoline instead of increasing car license fees and customs duties. The cost of gasoline will not go up, under the committee action, but everything else connected with auto maintenance is more expen- sive.
