The data will be sought for a com- prehensive picture of many as- pects of Jewish life to replace guess with fact, as a basis for planing and financing at local, regional and national levels, the CJF said. Some 10,000 Jewish households will be reached in the survey to provide information on a wide range of questions on attitudes, as well as factual data. WASHINGTON (JTA)—President Nixon signed a foreign aid bill which includes a $20,000,000 grant to Israel for a desalination pro- gram and grants for other projects and institutions in Israel. The grant was advocated in the Senate by Sen. Gaylord Nelson of Wisconsin and in the House by joint Democratic-Republican spon- sorship. The concept behind the desalting grant is that Israeli ex- pertise would be made available to other nations with similar prob- lems involving water. NY Bd. of Rabbis Elects President • Israeli Cities Face Money Dilemma JERUSALEM (JTA) — Israeli municipalities are facing a prob- lem that besets many a city in the United States—rising costs and a limited ability to tax. A meeting of government, labor and management leaders under the chairmanship of Finance Minister Pinhas Sapir, decided Tuesday night that municipal taxes should not be raised. As a result, many local development projects will have to be curtailed or abandoned. Higher municipal taxes were re- jected on grounds that they would difigure the "package deal" work- ed out between the government, employers and trade unions to fight inflation. The government agreed not to raise national levies as sharply as had been expected in return for pledges to keep down prices and wage demands.. But as far as the cities are concerned, Sapir said they would have to solve their problems alone, possibly with some help from the treasury.
