LONDON (JTA)—The deputy
leader of the British Labor Party
called on foreign secretary Mi-
chael Stewart in the House of
Commons to "drop this nonsense"
about Four Power and Two Power
MidEast talks and work for re-
activation of the peace mission of
special United Nations envoy
Gunnar V. Jarring.
George Brown, a former foreign
secretary who just returned from
a tour of Middle East capitals,
declared that "There is nobody in
Israel or the Arab countries who
has any regard for or faith in the
Four Power discussions." "Go
hack to the (Nov. 22, 1967) Sec-
urity Council resolution and get
Dr. Jarring back in business
again," Brown said.
Stewart replied, "that is exactly
what we want to do." He main-
tained, however, that the four Big
Powers — United States, Soviet
Russia, Britain and France—as
permanent members of the Sec-
urity Council, have a special re-
sponsibility with regard to the
councils MidEast resolution. "We
have allf been disappointed by the
slow progress made by Dr. Jar-
ring earlier," he said.

ships between our two countries."
Asked about Britain's refusal to
sell Chieftains to Israel, Stewart
said, "We shall not act in a man-
ner which puts either side in a
position to think it can achieve an
easy victory over its enemies. This
seems to me a sensible, humane
policy and we shall stick to it."
On Monday, representatives of
the Big Four powers met at the
French mission in New York, their
27th since last April. A Russian
source said "nothing new
emerged" from the meeting. The
Big Four will meet again Feb. 12
at the Soviet Mission.
Meanwhile government spokes-
man said in the House of Com-
mons that Britain would supply
arms to Middle Eastern states be-
cause "We don't wish to leave any
country in the Middle East at such
a disadvantage that some aggres-
sor might be temped o ake advan-
age of he sivaion.
Evan Luard, the joint parlia-
mentary secretary said that Bri-
tain had unilaterally applied an
arms embargo on the Middle East
after the Six-Day War "but this
was of no value as long as other
countries kept sending arms."
Luard spoke in reply to Ray
Fletcher, a Laborite MP, who
called for a complete review of
government policies on arms sales,
particularly the supply of Chieftain
tanks which Israel has sought to
buy, so far in vain.
Fletcher warned that "the glo-
bal balance of power is being
affected by what is happening in
the Middle East." He criticized
the French government for intro-
ducing the "most imbalanced fac-
tor" into an already dangerous

situation by its sale of Mirage
jets and other weapons to Libya.

WASHINGTON (JTA)—Senator
Jacob K. Javits, New York Re-

Israel and her Arab foes to the
peace table even though a

the most practical way," Javits
said.
He predicted that the present
military assualt against Israel
would continue until the Arabs be-
come convinced that Israel will
be able to contain the Arab com-
mandos as well as regular forces.
Javits stressed that the Big
Powers should create a forum for
settlement rather than advance
specific formulations that might
frustrate the chances for peace.
He urged favorable action on
Israel's application for additional
military equipment and more eco-
nomic aid.
He said he was encouraged by
Nixon's statement of Jan. 25 to
the National Emergency Confer-
ence on Peace in the Middle East.

Withhold Comment on Nixon's
Latest Arms to Israel Speech
JERUSALEM (JTA)—Official Is-
raeli circles have offered no com-
ment on President Richard M.
Nixon's statement at his press con-
ference last Friday that he would
decide within 30 days on Israel's
request for more American wea-
pons and financial aid.
His statement received far less
attention in the local press than
his message to an American-Jew-
ish leadership conference in Wash-
ington Jan. 25 asserting that the
United States would not let Israel
fall behind its foes in military
strength.
Some commentators said the
President's press conference re-
marks were just a reaffirmation
of his earlier statement. Gov-
ernment circles maintain that
both indicated that the U.S. had
abandoned any hope that the
Four Power and Two Power
talks on the Middle East would
achieve any results.

Some observers said the French-
Libyan arms deal prompted Nixon
to announce when he would de-
cide on Israel's armament re-
quests. They noted that it was un-
usual for the U.S. to make such
an announcement. Ordinarily, arms
deals are announced after the
fact or not at all, they pointed out.
The Soviet Union is believed to
have informed the U.S. that it will
furnish Egypt and possibly other
Arab nations with more arms of
the latest type because of Amer-
ican supplies of arms to Israel.
The intention is understood to
have been stated in a message
delivered to the White House by
Soviet Ambassador Anatoly F.

the U.S. for the recent escalation
of Israeli military operations
against Egypt.
Soviet and Arab spokesmen ex-
pressed bitter feelings toward
President Nixon's assertion that
the United States would supply

ment accused him of being a
"war monger" in the Middle East.
The epithet was used by Adib
Sharipov, vice chairman of the
Council of the Union, one of the
two houses of the Soviet parlia-
