placed in a plaster cast at a hos-
pital.
Gen. Dayan was returning by
helicopter from a visit to Jordan
Valley settlements when the air-
craft was ordered to rescue the
four pilots who bailed out of a
Jet Commodore which developed
trouble while being test flown. The
Jet Commodore is a locally pro-
duced version of the American
Jet Commander, a light commer-
cial aircraft. The plane, which
seats 10 persons, is produced by
Israel Aircraft Industry, Ltd.
It was on its third test flight
when difficulties developed with
the flap system causing the pilot
to lose control. He and the co-
pilot and two other test pilots
aboard bailed out safely before the
plane crashed.
Israeli authorities are investigat-
ing the accident. The manufac-
turer of the plane says it already
has orders for 96 Jet Commodores
and expects to start assembly line
production shortly at the rate of
two a month.

BRUSSELS (JTA)—The foreign
minister of Tunisia declared here
that a Middle East settlement
could be achieved only between
the Israelis and Palestinians and
that the interference of outsiders
was in itself a cause of the con-
flict.
Habib Bourguiba, Jr.. son of the
President of Tunisia, said the Arab
countries would never be able to
eliminate Israel and will have to
co-exist with it. He said Pales-
tinian commandos might step up
their guerrilla activities against
Israel but would never be able to
join the Israel Army in classic
battle, and if they did they would
be defeated. Bourguiba spoke on
Middle East peace prospects at a
conference of Catholics here. His
remarks came close to endorsing
Israel's repeated insistance that
direct negotions are the only way
to peace.
He appeared, however, to ex-
clude the Arab states from a role
in such negotiations. Bourguiba
said that whatever the ultimate
settlement is—a multi-racial state,
a multi-national state, a federation
or confederation—the only way to
reach it is between the parties
concerned, the Israelis and the
Palestinians.

of the National Petroleum Council
disclosed that Rodger Davies,
senior assistant deputy secretary
of state for Near Eastern affairs,
denounced Israeli reprisal policies

was in Lebanon and until the Red
Cross visit he was believed being
held in Syria. Israel nevertheless
holds Lebanon responsible. It has
offered to return a group of Leb-
anese soldiers and civilians cap-
tured by an Israeli raiding force
in exchange for Rosenwasser.

official had put the main burden
of responsibility on Israel for the
continuing belligerency. He was
quoted as stating that the pursuit
of peace was made more difficult
by the Israeli policy of retaliating
on a "7 to 1" basis.

JERUSALEM—(JTA) — Deputy
Premier Yigal Allon told the
Knesset that Israel must build air
raid shelters despite the fact that
it has a highly sophisticated air
defense system to prevent enemy
planes from reaching centers of
population. He said the iirst pri-
ority must be given to building
shelters in the front line settle-
ments in range of enemy mortar
and artillery fire. Such shelters
exist in most kibutzim in the
Beisan and Jordan valleys. They
serve as dormitories for children
each night. Allon, who is minister
of education and culture, proposed
that they be converted to day-time
classrooms so that schooling could
continue during attacks. His plan
was referred to committee for
discussion.
Red . Cross representatives said
that an Isr a eli farmer kid-
napped by Arab guerrillas nearly
a month ago is being held captive
in Jordan and was in satisfactory
condition. The representatives con-
firmed reports that 54-year-old
Shmuel Rosenwasser of Metullah
was visited by a Red Cross emis-
sary. But they wouldn't say wheth-
er the visit was arranged through
the Palestinian Red Crescent, an
organization set up by El Fatah
not recognized by the Internation-
al Red Cross. Israel is demanding
Rosenwasser's return from Leban-
on and refuses to deal with El
Fatah.
