`Taws the Night Before Christmas'

In 1948. after the Israeli War for
Independence, Henry Morgenthau.
who had been a member of Roose-
velt's war cabinet. visited Israel.
At Eilat, an officer of the Israeli
army, pointed to a row boat 1n'
the harbor.
"There," he said, "is Israel's
navy."

Shortly after. Israel began to
buy a few corvettes. 1

In 1951, Mr. Morgenthau became
head of the organization to sell
Israel Bonds. Someone in the
publicity department of the newly-
formed Bond Organization had an
inspiration. Bonds are floated, so
why not bring a few of these Is- '
raeli corvettes to the United States
to help "float" the first bond
issue. That would attract attention. '

So two Israeli corvettes were
brought to America for the launch-
ing of the bond campaign. Ameri-
cans for the first time saw Israeli
sailors — the first Israeli sailors
since the days of King Solomon.
Solomon's ships are said to have
floated far.

But the incident of the Israel
gunboats perhaps better suggests
• the story of the inception of the
American navy. The American
navy was initially organized to
fight the Arab nations. The so-call-
ed Barbary states, Tripoli. Algiers,
lived by preying on the commerce
of other nations. Officers of
American ships were seized and
held for ransom. If not ransomed,
they were enslaved. Washington in
a message to Congress, said, we
must either have a navy or aban-
don foreign commerce. So Amer-
ica began building its navy. Golda

The world has been excited by
the gunboat incident. It came at
the right time.

'Twas the night before Christmas
And in Cherbourg, near Paree
Not a creature was stirring
Except the Israel navee.

The French paper Figaro re-
ported that the boats had been
scheduled to make their getaway
on the day previous, but the sea
was rough, so it was postponed
until Christmas Eve. But we pre-
fer to look at it as a kind of ecum-
enical gesture on the part of Is-
rael. Jews do not observe Christ-
mas, but they wish their Christian
friends a Merry Christmas, and
the Cherbourg incident brought
much merriment.

1969 had not been a happy year
for the world, but the Israeli action
in France at the end of the year.
somewhat redeemed it. It was like
the sun breaking through on a
cloudy day, and, it seemed to be
hailed with as much joy in France
as in Israel. The press ran con-
tinuous stories. Now the ships
were seen near Italy; now near
some place where Russian ships
were plying the waters, and so on.
In all of the news stories, there
seemed to be a note of glee. The
New York Times headlined one of
its stories: "A FUNNY THING
HAPPENED ON THE WAY TO
NORWAY."

Another story had it that the
Norwegian company which sup-
posedly owned the gunboats, had
asked the French government to
release the embargoed French
Mirages, so that they might be
used to find the gunboats.

Everybody was having a good
time, and Israel became as popu-
lar as Joe Namath.

The popularity was increased by
the seizure of the Russian radar
installations in Egypt. In war.
things are usually destroyed but
the Israelis are not like that. They
carefully cut down the precious
radar installation and took it home
with them. Even the Russians
would be pleased with the careful
handling they gave it. The Israelis
say they like to look at it not as
a seizure but as a Hanuka pre-
sent by the Russian government
to Israel.

it has completed the rehabilita-
tion of 100 acres of land in a hot
desert area between the Dead Sea
and the Red Sea. A new settlement.

pipes have been laid. The first set-
tlers are expected to move in later
