President Shazar Greeted

Gun-Shy U.S. Afraid to Get Involved Over Israel

JERUSALEM (JTA)—Greetings
from noted Jewish personalities
throughout the world were present-
ed Sunday to President Zalman
Shazar of Israel on the occasion
of his 80th birthday.
' The presentation was made by
Dr. Israel Goldstein, president of
th, Keren Hayesod, the Israel
Foundation Fund. The greetings
were in a special leather-bound
album bearing the 50th anniver-
sary symbol of Keren Hayesod on
its cover.
Among the personalities whose
greetings were included in the al-
bum were Artur Rubenstein, the
pianist; Prof. Rene Cassin, Nobel
Peace Prize laureate; and Prof.
Jacob Kaplan, grand rabbi of
France. Marc Chagall, the artist,
sent his message in Yiddish, illus-
trated by a small color sketch.

governments. Look at Libya,
Somalia and now Lebanon.
'Israel has a problem. We are
sorry about that. But we reject a
built-in war brink in a situation
that is not vital to the survival of
our own country. What if the prov-
ocations lead Israel to blast a Rus-
sian warshi ff the Egyptian coast
somewhere? Must we then press
the buttons and zap the whole
world?
"We think of Israeli survival and
must also consider humanity's sur-
vival. Jewish leaders can learn
more from their children than from
Rogers or even Nixon. Forget
about formulations and boundaries
and appeasement. Remember that
the American people do not want
more war. Put two and two to-
gether.
"Young people and our own kids
tell us the same thing. Listen to
the anti-war convictions. They are
sincere about peace although we
differ on tactics in disengagement
from Vietnam. Should we seek new
Vietnams when they resist the
draft? They beg us to concentrate
on the quality of domestic life,
urban decay, racism, violence,
pollution, inflation, and so forth."
But what this official and others
have failed to explain is whether

the young people in Arab states
and the Soviet Union see it the
same way. He ignored the power
vacuum that will obviously emerge
as the delicate balance crumbles.
The void will be filled by an un-
relenting, escalating war of attri-
tion against Israel.
Moscow may become bolder as
the United States backs away.
American timidity may encourage
dangerous probing for other soft
spots, leading to fatal miscalcula-
tion .There is also the matter of
American credibility and honor.
