(JTA)—An interfaith group called for a ban on religious celebrations of any kind in Long Island public schools during the Christmas-Hanuka sea- son, the Easter-Passover season or any other religious holidays. Cath- olic, Jewish and Protestant leaders joined in the recommendation which was issued by the Long Island Interfaith Council and sent to the administrative heads of the 110 public school districts in Nas- sau and Suffolk counties. Religious neutrality, the council statement said, meant "not only that the school should show no preference for one religion over another, but also that it should refrain from the promotion of any and all religions." The group de- fined "religious celebration" as worship of any kind regardless of whether conducted by a clergyman, religious exhibits or displays ex- cept as part of the study of an- other subject in the curriculum; and the presentation of religious music, except when presented for its musical rather than religious content. The decision was directed specifically at the high school in Netcong, N.J. at which prayers taken from the Congressional Record have been read daily before the start of classes since the school year began. A similar religious exercise was started at Wallington High School in Wallington, N.J., arid Sayreville. in Middlesex County, inaugurated a two-minutes period of silent prayer in junior and sen- ior high schools last September. I Las week State Attorney General Arthur J. Sills ruled that the Net- cong practice of reading prayers 1 from the Congressional Record was unconstitutional. He said. "The use of the Congressional Rec- ord as source material for reli- gious readings cannot be employed to circumvent the Supreme Court's pronouncements banning school prayer." But the Netcong Board of Education voted 7-1 yesterday to ignore the State Attorney and call- ed on School Superintendent Jos- eph Stracco "to continue school prayer." The board said that until the constitutionality of its program is ruled to be in violation "the law of the land" it will continue the practice. The Wallington Board of Educa- tion approved the prayer reading three weeks ago and said it would, be started the first week in Decem- ber. Officially, attendance at the prayer reading periods at Netcong and Wallington and the meditation period at Sayreville is voluntary. Kansas City Schools Issue Guidelines on Holidays KANSAS CITY (JTA)—The Kan- sas City school system, for the first time, has issued a detailed set of guidelines for Christmas and Hanuka programing in the area's public schools. The guidelines, distributed by the superintendent of schools to teachers and principals throughout the district, are based largely on a booklet "Religion in the Public Schools" which has been in cir- culation since 1961 without any appreciable effect on holiday pro- graming in the public schools, the Kansas city Jewish Chronicle re- ported. The booklet was originally pub- lished by the Association of seiW Administrators to bring public school holiday observances in line with the U.S. Supreme Court's rid- ings on the issue. It was suggested as a source work to the Kansas City school system by an advisory group representing a variety of religious and community view- points. The guidelines state. for example, that bringing in a Jewish religious program to balance the Christmas theme "simply equates two inappropriate acts." The guidelines also warn, as the book- let did, that "altars, crosses, nativ- ity pageants" as well as the sym- bols of other religions "do not be-1 long in a public school."
