Urges Justice
for Refugees

CHICAGO LITAI—Britain's chief
abbi appeared to find fault with
he Jewish world's attitudes to-
.ard Arab refugees and called for
.1 greater measure of compassion
',Ir. them. Rabbi Immanuel Jako-
ovits told the opening meeting of
he national leadership conference
1 the Union of Orthodox Jewish
"ongregations of America that
. we must manifest much more
learly our sensitivity to the hu-
nanitarian aspects of the Arab
efugee problem."
Ile told some 800 delegates and
;hest,. that "we must re-establish,
or the state of Israel and for the
ntire Jewish people, the classic.
authentic image of the Jew whose
;illinark has always been COM-
■ assionate identification with the
teak. the needy, the suffering and
he persecuted, wherever they may
.e."
The chief rabbi said "the double
tandard of morality and justice
o patiently applied by the nations
of the world) to Israel is indicative
if the fact that somehow Israel
not fulfilled their expectations.
:'hose expectations lie in the moral
And religious dimension and are
rot satisfied by its political and
.•C011011lic advances."
He expressed distress that "the
resent image of Israel is not ful•
filling the moral quest and yearn-
no of many of our young people
vho feel a void when confronted
ry the present rather harsh image
if self-^eliance which Israel pre-
sents :0 the world. Deplorably,
ome of them have even joined our
•nemies and propagate the so-
ailed Arab cause."
On the issue of the so-called
'vanishing Jew," the rabbi said
hat this term must he undcr-
too• in its dual meaning. Some
anish because they lose their
'tentification with the Jewish peo-
le: they assimilate and leave us.
Ve lose others because they are
lot being born. Our gravest prob-
em today is the low birth rate of
ews everywhere."
Only the "strictly Orthodox com-
nunity" is "not affected by the
iwer birth rate. This community
(insistently and appreciably in-
reases in numbers." Rabbi Jako-
Hivits ,5aid. Only the Orthodox
ommunity "maintains the alle-
;iance and loyalty of its youth
hanks to its superior educational
nstitutions and well-designed
outh activities, such as those pio-
neered by the National Conference
S■ nagogue Youth of the Ortho-
iox Union." The rabbi called for
•reation of a "top-level interna-
ional commission to study the
iroblem of Jewish communal and
iersonal disintegation and to pro-
rose programs of action to the
'ew ish communities here and
abroad." His suggestion was wel-
omed by Rabbi Joseph Karasick,
irthodox Union president.
