Prof. Handler Heads Hebrew U. Board

Prof. Milton Handler has been
named chairman of the board of
directors of American Friends of
the Hebrew University.
An outstanding attorney and
long time member of the Columhia
Law School faculty. Professor
Handler has been responsible for
the intensification of scholarly
dialogue between both de mocra
cies. His leadership has helped to
draw scholars from the U.S. and
other countries, thus augmenting
the Hebrew University of Jeru-
salem's faculty.
The cross fertilization of knowl-
edge bears abundant fruit." as-
serts Prof. Handler. "The Israeli
scholars can contribute to the
knowledge of the American
scholars, and the A m e ri c a n
scholars can do the same. These
creative intercultural relations be-
stow the most important of bless-
ings—an escalation of learning and
understanding."

educational opportunities for over
2,000 overseas students from all
over the world, approximately 50
per cent of whom are Americans.

training as secretary to Supreme
Court Justice Harlan F. Stone. He
joined the Columbia law faculty
in 1927 and, in private practice.

career has also embraced national
and state administration. He cony
piled a brilliant record with the
National Labor Board, the Lend
Lease Administration and the For-
eign Economic Administration. In
addition, he has been asked to
serve as arbitrator in important
labor controversies.
Columbia has given him its Bi-
centennial Silver Medallion, honor.

He helped to write "The Basic
Equities of the Palestine Prob-
lem." an essential document sub
mined to the United Nations in the

cause of Israel before the Anglo-
American Committee of Inquiry.

Histadrut Campaign Initiated With Election of Officers

Greater interest in the work of
Histadrut was indicated by an
overflow audience which attended
Histadrut's annual conference last
Sunday.
Representatives of the Histadrut
campaign division and members of
the campaign council heard Morris
Lieberman, chairman of the cam-
paign, give a review of last year's
activities. A. Michaels, director of
the local campaign, presented the
financial report whch indicated
that the various divisions had
raised substantially more money
than the previous year.
Gerald Goldberg chaired the
meeting. Mrs. Aaron Katzman re-
ported on behalf of the nominations

Congressman Reveals Secret Sale
of Military Equipment to Egypt

WASHINGTON (JTA)— A Re-
publican congressman disclosed
that the United States has secret-
ly sold military equipment to
Egypt since the June 1967 Six-
Day War. According to Rep. R.
Lawrence Coughlin of Pennsyl-
vania, the sales were authorized
by the Johnson administration
after the war and deliveries took
place (luring fiscal 1969. Rep.
Coughlin said the items shipped
to Egypt were military communi-
cations equipment, generators and
spare parts valued at S300.000.
They were paid for by the Egyp-
tian defense ministry, he said.
Ile expressed dismay that ex-
port licenses for war material
were issued by the State Depart-
ment despite the fact that Egypt
broke diplomatic relations with
the U.S. and the presence of thou-
sands of Soviet army advisers and
technicians in that country. Rep.
Coughlin said such a policy was
unfair to Israel which depends
upon U.S. arms purchases and
was contrary to the national se-
curity interests of the U.S.
Meanwhile, the office of Gen.
Robert Warren, deputy assistant
secretary of defense for military
assistance and sales, has con-
firmed that $1,400,000 worth of
military equipment has been sold
to Egypt between the fiscal years
1962-1968. A determination was ap-
parently made after the Six-Day
War to continue a secret policy of
Supplying Egypt with a limited
quantity of equipment and spare

parts that Cairo could not obtain
from Russia. U.S. arms are also
supplied to Lebanon, Jordan, Saudi
Arabia, and the three Persian Gulf
sheikhdoms of Qatar. Bahrein and
Abu Dhabi.
Rep. Coughlin said he intended
to pursue the issue of arms sales
that he considers "counter-produc-
tive - and a threat to peace. He
charged that the government's
worldwide arms sales policy was
such that it "brought down friend-
ly governments, bankrupted treas
uries and encouraged the outbreak
of wars."

to Avoid References to

voting and concomitant appeals to
specific racial, religious or ethnic

didates have pledged to reject, the

Visit From Ben-Cnrion

Premier David Ben-Gurion is ap-
parently not going to have the

Gen. de Gaulle sent Ben-Gurion a
friendly letter, in reply to one

In replying to Ben-Gurion, who

posed rule not to receive political
visitors. Except for a brief visit to
Ireland last summer, Gen. de
Gaulle has hardly left his country

Jewish Appeal of France. The
UJA's goal here exceeds the
S5,000,000 it raised in 1968.
