Influx of Polish Refugees Into Vienna, Other Migrants Add to Burdens of JDC VIENNA—Jewish refugee agen- cies arc now struggling with the problems created by the final out- pouring of Polish Jewry, Louis D. Horwitz, director-general of the American Joint Distribution Com- mittee, stated here. Since early September, Jews from Poland have been pouring through Vienna at the rate of 250 a week, 1,000 a month, he toll members of the 1969 United Jewish Appeal Study Mission, now in Eur- ope for a first-hand look at Jewish overseas refugee a n d welfare needs. Part of a relief team which includes the United HIAS Service and the Jewish Agency, the JDC is a major beneficiary of the UJA's annual fund-raising campaign in which the 33 mission members rep- resenting 10 American Jewish com- munities are leaders. Horwitz anticipated that, at the present rate, nearly 4,000 Jews will leave Poland in the last three and a half months of 1969. The costs to JDC of caring for this group, plus refugees from other countries in Eastern Eur- ope, the Middle East and North Africa, are expected to exceed $1,000,000, he said. JDC provides food, shelter and a it in Vienna. Rome or Paris for their visas and other migration papers to be processed by the United DIAS Service, he explained. It can take up to six months for this process to be completed, and meanwhile it costs the JDC about $25 a week per person for each week he stays on. Horwitz said that the burden on the Jewish relief agencies would he even higher. were it not for the generosity of the Scandinavian and other European governments, which Horwitz reviewed JDC's ongoing programs in the Moslem countries and Israel. As regards the 130,000 Jews remaining in Morocco, Tuni- sia and Iran, he said, most of JDC's efforts are directed toward children and young people.
