without paying a fee, Postmaster

orders, at most other overseas

Baker said, "Because many over-
seas military personnel do not have
ready access to banks and similar
financial institutions, the simplified
money-order procedure will en-
courage more servicemen to send
their dollars home and to increase
their savings.
