Israel-Turkey Situation:
Handle With Care

ANKARA—Turkey, the only Mos-
lem nation that maintains normal
diplomatic relations with Israel, is
torn between old friends and new
ones. Aligned with the Arabs in
the Middle East, she finds it help-
ful in many ways to deal with Is-
rael.
Approached on the idea of an
Islamic conference to discuss the
Al Aksa Mosque fire, Turkey was
noncommittal. Her constitutional
separation of church and state
would make it well-nigh impossible
for a representative to attend such
an Islamic meeting designed to
take up a political issue.

Without an embassy exchange
since the Sinai Campaign in
1956, Israel and Turkey never-
theless have relations on a
lower, legation, level. The two
countries have established new
links under broader trading ar-
rangements, Israel has a mod-
est but effective technical-aid
mission in Israel, and Israelis
are quietly helping Turkish
farmers increase cotton yields.

One Turkish official explained
the delicate situation to an Israeli
recently: "We cannot sacrifice old
friendships for new ones. When
you solve your problems with the
Arabs, our relations will grow."

Look out for the fellow who lets
you do all the talking.
—Kin Hubbard.

Bakti Jewish Community
USSR"S Fifth Largest

LONDON — The oil city of Baku
in the Soviet Socialist Republic of
Azerbaijan claims to have well
over 50,000 Jews in a population of
over 1,000,000, according to the
latest statistics. It has the fifth
largest Jewish community in the
USSR after Moscow, Leningrad,
Kiev and Tashkent, reports Focus
on Soviet Jewry.
After Moscow, Baku is the only
city in the USSR with three syna-
gogues, one attended by European
Jews, mainly formerly Polish, one
by Georgian and the third by the
-.Mountain Jewish community. Be-
fore Stalin's anti-Jewish measures,
the city had a regular Jewish the-
ater. There is none today. Efforts
to revive a Jewish stage failed.

Israel Gives OK to Pump
Oil in Golan Heights

JERUSALEM (JTA)—Israel has
granted permission to the Arabian-
American Oil Co. to resume pump-
ing oil through a section of the
Trans-Arabian pipeline in the Is-
rael-occupied Golan Heights that
was damaged by Arab saboteurs
several months ago. According to
reliable sources, the oil flow will
be resumed next week.
Permission was granted, accord.
ing to these sources, on the basis
of the installation of devices de-
sifr,r,ed to forestall future sabotage
and to prevent the pollution of
Israeli soil and waters should sabo-
tage occur. The devices include
alarm and anti-pollution systems
which are reportedly nearing com-
pletion. The Trans-Arabian pipe-
line carries crude oil from Saudi
Arabia to the Mediterranean coast
in Lebanon.
